Sources Sought / Request for Information

This announcement is a Sources Sought notice from the Bureau of Reclamation, Upper Colorado Region, to identify potential sources for federally endangered Rio Grande Silvery Minnow (RGSM) Reproductive (Spawning/Egg) Monitoring services in the Middle Rio Grande. The government is seeking information to determine if this acquisition can be set aside for small businesses or if it will proceed as an unrestricted solicitation.

The contractor will be required to perform the following:

• Monitor RGSM spawning in the Rio Grande by collecting egg data to characterize egg density, passage rates, timing, duration, and magnitude of spawning, and to assess spatial and temporal differences.
• Electronically distribute daily RGSM egg capture data to the Contracting Officer's Representative and the USFWS for river operations decisions.
• Optional Objective (subject to Government Approval): Monitor irrigation canals for RGSM eggs to evaluate entrainment and its relationship to river populations.

The principal features of work include:

• Spawning Monitoring in River Channel
• Egg Monitoring in Canals
• Data Collection and Reporting
• Data analysis and Report electronically

The estimated period of performance is 5 years, including a base period and four one-year option years.

Interested parties are requested to submit a Capabilities Statement by March 23, 2026, at 5:00 PM MT to mmaestas@usbr.gov. The Capabilities Statement should include:

• Business name, address, cage code, NAICS size classification, socioeconomic classification, and point of contact.
• Evidence of experience performing similar work within the last three years (including contract numbers, project titles, dollar amounts, and points of contact). Limit to three past projects.
• Attachments cataloging equipment assets and resources demonstrating capability.

This notice is not a request for proposals. The government will use the responses to determine whether to set this acquisition aside or proceed with an unrestricted solicitation. The NAICS Code is 541620 (Environmental Consulting Services) with a small business size standard of $15 million. All prospective contractors must be registered in the System for Award Management (SAM).
