Quick Summary

The Kansas National Guard is soliciting bids for the B16 Generator PLC Upgrade at Building 16, McConnell Air Force Base, Wichita, Kansas. This Invitation for Bids (IFB) seeks a single Firm Fixed-Price contract for services to inspect, troubleshoot, repair, or replace generator PLC controls, with an option for a Hot Switch Bypass. This opportunity is a 100% Total Small Business Set-Aside. Bids are due by May 11, 2026, at 09:00 AM CDT.

Scope of Work

The project involves upgrading the B16 Generator PLC system. The Base Bid requires contractors to inspect, troubleshoot, and repair or replace existing generator PLC controls to restore original installation parameters, verify restored operations and communication, and perform a function check in both standalone and parallel modes. An Option includes installing a Hot Switch Bypass to eliminate single points of failure and enable the current Human-Machine Interface (HMI) to communicate with individual generator PLCs.

A critical requirement is that the prime contractor must subcontract with 3E Company (Electrical Engineering and Equipment Co.), as they are the designated OEM regional representative of Kohler and are expected to perform most of the work due to proprietary equipment and programs. The existing PLC hardware is identified as STB NMP 2212 Advantys STB standard Modbus Plus network interface modules. Modernization aims for each PLC section to function as a master controller or operate standalone if other sections fail, while maintaining original operational parameters. Acceptance testing must confirm the capability for each generator to parallel with other generators and the utility for a Closed "Soft" Transfer.
