Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a complete and usable elevator system through repair and component replacement.

• Furnish all labor, expertise, equipment, materials, facilities, transportation, and appliances for the repair of Building 44's elevator at McConnell AFB, Wichita, Kansas.

• Install one new Bucher valve control board.

• Install one new zero-point leveling device on the Bucher valve.

• Perform a functions check upon completion to ensure proper operation.

• The contractor is responsible for all labor and materials required.

• All work must be in accordance with federal, state, local, and widely accepted industry codes and standards (e.g., AIA, ACI, NEC, OSHA, NFPA, UL, Kansas DOT).

• Compliance with Kansas Department of Health requirements.

• Adherence to Air Force Occupational Safety and Health Standard 91-25 and OSHA 29 CFR 1910.146 for confined space entry.

• Materials must conform to specifications, applicable codes, standards, and manufacturer recommendations.

• Hazardous Materials (HAZMATs) must be properly identified, managed, and tracked, with Certificates of Compliance and Safety Data Sheets (SDS) required.

• Compliance with Federal Acquisition Regulation (FAR) Clauses related to HAZMAT, pollution prevention, radioactive materials, and environmental management systems.

• Base Access: Contractors will be granted access to McConnell AFB for this project only. All other areas are off-limits. A Base Access Form is required for individuals needing access, and security checks take a minimum of five days. Valid identification and vehicle documentation are required. Access is restricted to travel between the gate and the job site.

• Confined Space Entry: Requires a permit process involving written notice to the COTR, a briefing by a KANG Confined Space Supervisor, and adherence to specific safety standards. The contractor is responsible for initiating and maintaining the permit.

• Utilities: Contractors must coordinate with all local utilities.

• Call Before You Dig: Contractors are responsible for locating utilities for excavations deeper than 12 inches.

• Clean-Up: Debris generated must be removed to an approved off-base location. Tipping/dumping tickets are required.

• Government Resources: No government resources will be provided unless stated otherwise. The contractor must provide all necessary resources.

• Safety: Contractor is solely responsible for employee safety compliance with OSHA and applicable laws. Government employees follow AFOSH. A pre-construction meeting is mandatory.
