Scope of Work
The contractor will provide comprehensive services, including:
- Licensed Operator Services: A full-time S3/C1 Licensed Operator in Charge (LOIC) must be on-site 7 hours per day, 35 hours per week, Monday through Friday. While normal hours are 8:00 AM to 4:30 PM, adjustments are permissible, and the contractor is responsible for ensuring 35 hours of coverage weekly, including for primary operator unavailability. The LOIC will oversee WWTP operations, submit mandated NJDEP reports (DMRs, RTRs), conduct certified tests, manage the in-house lab, coordinate sludge activities, respond to alarms/emergencies within two hours, and manage chemical ordering.
- Lab Analysis Services: This includes on-site collection of wastewater and sludge samples, performing NJDEP-compliant lab analysis, composite and grab sampling, and testing for parameters listed on the NJDEP surface water permit. Key parameters include E. coli (twice monthly), specific metals (Selenium, Thallium, Beryllium, Barium, Nickel, Silver, Cadmium, Lead, Chromium, Antimony, Mercury, Cyanide), and Ammonia Nitrogen (reported in mg/l). Pesticides and Acids are not required. Analytical results must be submitted within 6 business days, with a 72-hour turnaround acceptable for some tests. Immediate notification of non-compliant results is required.
