Quick Summary

The Department of Veterans Affairs (VA) is soliciting proposals for Wastewater Lab Analysis and New Jersey Licensed Operator services at the VA New Jersey Health Care System (VANJHCS) Lyons Campus. This Total Small Business Set-Aside opportunity seeks to ensure compliance with all New Jersey Department of Environmental Protection (NJDEP) rules and regulations for the campus's Wastewater Treatment Plant (WWTP) and collection system. Proposals are due April 1, 2026.

The LOIC will oversee WWTP operations, submit mandated NJDEP reports (DMRs, RTRs), conduct certified tests, manage the in-house lab, coordinate sludge activities, respond to alarms/emergencies within two hours, and manage chemical ordering.
  • Lab Analysis Services: This includes on-site collection of wastewater and sludge samples, performing NJDEP-compliant lab analysis, composite and grab sampling, and testing for parameters listed on the NJDEP surface water permit. Key parameters include E. coli (twice monthly), specific metals (Selenium, Thallium, Beryllium, Barium, Nickel, Silver, Cadmium, Lead, Chromium, Antimony, Mercury, Cyanide), and Ammonia Nitrogen (reported in mg/l).
