Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Army Futures and Concepts Center (FCC), through its Intelligence Concepts & Experimentation Division (ICED), has issued a Broad Agency Announcement (BAA) for the Intelligence Technology Discovery Experiment (ITDX) 2026. This is a Request for Information (RFI), not a solicitation, seeking innovative Artificial Intelligence (AI) solutions to develop an "AI Analyst" Minimum Viable Product (MVP). Interested parties are invited to submit whitepapers and quad charts by April 25, 2026.
Purpose & Scope
The ITDX 2026 aims to identify and explore AI algorithms capable of assisting Military Intelligence (MI) Professionals by performing complex intelligence tasks to the standard of a human analyst. This initiative is critical for enhancing the Army's decision-making speed and fidelity on the future battlefield. The experiment focuses on developing and evaluating AI algorithms for sixteen specific intelligence tasks, including:
- Preparing Annex B (Intelligence) and Annex L (Information Collection)
- Building Modified Combined Obstacles Overlays (MCOO)
- Preparing Terrain and Weather Effects Matrices
- Assessing Key Systems by Warfighting Function
- Producing Doctrinal Templates, Courses of Action, and Situational Templates
- Preparing Civilian Considerations Assessments
- Conducting Battle Damage Assessment (BDA)
- Performing Pattern and Link Analysis
- Producing map-based products and Collection Plans
- Preparing Event Templates
Submission Details
Interested parties should submit a whitepaper (maximum 10 pages) and a one-page PowerPoint technology quad chart. Submissions must demonstrate emerging AI capabilities relevant to one or more of the specified focus areas. Whitepapers should be UNCLASSIFIED, formatted to 8.5x11 inches with 1-inch margins and 12-point font, and include a completed ITDX 26 Data Sheet (Appendix A) outlining the focus areas addressed. All correspondence, including the whitepaper, must have correct Controlled Unclassified Information (CUI) markings per DoDI5200.48.
Planning Timeline
The experiment proceeds in four phases:
- Phase 1 (Technology Selection): Begins with this BAA, concluding with vendor notification around August 2026.
- Phase 2 (Technical Integration): Selected partners work with ICED SMEs to design demonstrations and develop experimentation plans.
- Phase 3 (Execution): Approximately September 7-18, 2026, at the experiment site (Fort Huachuca, AZ).
- Phase 4 (Evaluation & Reporting): Post-experiment data collection, performance evaluation, and report publication.
