Procurement of two (2) hydraulic rotary actuators for modulating service.

• Furnish two (2) Hydraulic Bafco Model 775 rotary actuators.

• Actuators must be hydraulic-powered with 90-degree rotary motion.

• Must have an operating pressure rating of 2,800 PSI.

• Approximate actuation speed should be 2-3 seconds.

• Must include integrated LVDT position feedback.

• Must have a spring-return configuration.

• All standard accessories and hardware required for installation must be included.

• Crating and packaging must be appropriate for shipment to Stennis Space Center.

• The vendor shall provide documentation including estimated lead time, warranty information, and shipping details.

• All equipment delivered shall be new, free of defects, and compliant with applicable industry and facility standards.

Solicitation / RFP / RFQ

This document is a Recommendation and Determination to solicit from one source or brand name for hydraulic valve actuators. NASA Shared Services Center (SSC) recommends negotiating with BAFCO, inc. for these actuators.

• The BAFCO hydraulic actuators are required due to their exact form, fit, and function matching existing SSC valve systems.

• They must be compatible with LOX and high-pressure applications.

• They need to provide specific hydraulic pressure rating, 90° modulating motion, and LVDT feedback integrated into existing SSC designs, controls, and mounting hardware.

• The estimated period of performance or lead-time for delivery is 30 weeks after award.

• Not applicable, as this is a sole source recommendation.

• This is a sole source/brand name justification, indicating competition is impractical.

• Using an alternative vendor would require redesigning interfaces, updating controls, and requalifying the system, leading to increased costs and schedule delays.

• Compatibility risks may arise with non-BAFCO actuators, potentially requiring additional engineering effort and impacting operations.

This solicitation is a Request for Quotation (RFQ) for two (2) Bafco Model 775 Hydraulic Rotary Actuators. It is a Brand Name requirement. The procurement is set aside for small business.

• The primary deliverable is two (2) Bafco Model 775 Hydraulic Rotary Actuators.

• Detailed requirements are available in the attached Statement of Work (SOW) and Brand Name Justification.

• Contract type is Firm Fixed Priced (TBD).

• Delivery is FOB Destination.

• Quotes are due by 6/17/2026 at 12:00 p.m. CT.

• Quotes must be submitted via email to lindsey.m.mclellan@nasa.gov.

• Quotes shall remain valid for 30 days.

• Submitted quotes must list two points of contact (name, phone number, email address).

• Contractual and technical questions must be submitted in writing (email) to lindsey.m.mclellan@nasa.gov by 6/15/2026 at 12:00 p.m. CT. Telephone questions will not be accepted.

• The award will be made to the responsible Offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA).

• Offers not deemed technically acceptable will be removed from further consideration.

• This procurement is set aside for small business.

• Offerors must be registered at www.sam.gov to be considered for award.
