Scope of Work

The project involves altering fuel bed continuity, treating slash, and reducing hazardous live fuels in predominantly ponderosa pine and juniper stands. The goal is to create areas where wildfires can be quickly contained, provide a safer working environment for firefighters, and minimize damage to natural resources and adjacent private property. Specific tasks include:

  • Non-Commercial Thinning: Adhering to detailed requirements for overstory trees, maximum cut DBH (10.0 inches for most species), clearing around specific pines and aspens, retention of whitebark pine, and species leave/removal priorities. Minimum spacing of 30 feet (general) and 150 feet (near private land) is specified.
  • Grapple Piling: Material must be 90% between 1-10 inches in diameter and over 4 feet in length, including existing down logs up to 12 inches. Piles must be compacted, parallel, 5-15 feet high, not exceeding 20 feet in diameter, and placed away from streams, private property, and sensitive areas.
  • Equipment Specifications: Equipment must have ground pressure not exceeding 7.5 psi, climbing ability up to 35% slope, 20-foot minimum arm reach, and a thumb, buck, or rake style grapple. The awarded contractor must submit a work plan (including milestones, Key Personnel, Safety Plan, Fire Plan, Quality Control Plan, and equipment storage requests) within 14 calendar days of award. Key Personnel contact information is due within 7 calendar days. Work must comply with the Detailed Unit Information (DUIS) at a 95% Acceptable Quality Level (AQL). Bidders must also adhere to the Wage Determination (WD 1977-0079, Rev 82, dated 4/11/2026) for labor costs in the specified Oregon counties.
