Performance Requirements:

• Terrain Capability: Must operate in mountainous, rocky, sandy, heavily wooded, and lush vegetation.
• Road Legality: Must clear DOT regulations in multiple CONUS states (NY, FL, TX, AZ, CA, NM).

Minimum Ballistic Capabilities and Counter Assault Systems:

• Armor Level: Department of State Armor Level E, Mil Spec Steel A46100
• Protection: Exceed B7/NIJ IV, .50 caliber multi-hit, defeat blast for floor & fuel tank.
• Windows: Minimum 2.5 inches thick (66mm)
• Gunports: Minimum 10 (4 each side, 2 rears), Optic Ready
• Turret: 360 Degree Rotating Turret system (one-hand operation)
• Roof Hatch: Heavy duty military grade gear bearings for rotating roof hatch
• Blast Resistance: Withstand DM51 Grenade and DM31 blast, 20mm fragment projectile impact.

Minimum Interior Requirements:

• Seating: Rear seating for minimum 8 passengers
• Storage: Under bench seats & Tie-Offs

• Tie-Down Points: D-Ring type on handrails (total 6: 3 each side)
• Lighting Protection: All Exterior Lights backed by Mil Spec Steel
• Roof: Nonslip tactical surface
• Exit: Emergency exit door-lock override
• Bumper: Front Ram Bumper with Bumper Guards

This attachment is critical for bidders as it details the precise technical specifications and performance criteria the Ballistic Armored Response Vehicle must meet. It directly informs the design, configuration, and cost of proposals. Bidders must ensure their proposed vehicle meets or exceeds all listed characteristics to be considered compliant.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure additional Ballistic Armored Response Vehicles (BARVs) with off-road capabilities for the Special Response Team (SRT) of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO). These vehicles are intended for high-risk/high-threat operations and must provide a high level of ballistic protection.

• Procure BATT-X units with off-road capabilities.

• Vehicles must have ballistic protection of B7/NIJ Level IV, capable of stopping .50 Ball Ammunition.

• Includes full replacement and/or repair warranty and customer support.

• Vehicles must meet or exceed standards indicated in "Attachment A" of the SOW.

• Must be able to demonstrate current production of BARVs meeting requirements.

• Must be able to build BARVs capable of stopping .50 Ball Ammunition.

• Must have been tested and evaluated successfully in diverse terrain (sandy, rocky, mountainous, heavily wooded).

• Must provide documentation of past sales of BARVs.

• Must provide documentation of testing, results, and performance of ballistics, explosives, and armor used.

• Delivery desired within 90 days from vendor receipt of award.

• Period of Performance: 3/31/2026 – 3/30/2027.

• Place of Performance: Focused in, but not limited to, Texas, Arizona, California, New Mexico, Florida, Virginia, Washington, and New York.

• Vehicle platform must be built on a chassis like Ford, Chevy, Dodge, etc., allowing for maintenance and repairs at local dealerships.

• No specialized training required for operation or general repairs/maintenance.

• A 3-year bumper-to-bumper warranty on chassis and a 3-year parts warranty are required.

• Maintenance on power train, chassis, and body of the BARV must be provided during the warranty period.

• Bidders must submit a quote based on conceptual vehicles or mechanical drawings of vehicles not already in production will not be considered.

• Pricing must include all identified accessories and related costs; government entities are tax-exempt.

• All materials, equipment, supplies, transportation, and personnel are contractor-furnished.

• Billing and Payment instructions will be posted on the OF 347 Order Form.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for commercial products, specifically for 6 Ballistic Armored Response Vehicles (BARVs) with off-road capabilities. These vehicles are intended for High Risk/High Threat operations and must have ballistic protection capable of stopping .50 Ball Ammunition (B7/NIJ Level IV).

• Vehicles must meet or exceed requirements in "Attachment A - Ballistic Armored Response Vehicle Platform and List of Equipment Options".

• Vendors must demonstrate current production of BARVs meeting requirements; conceptual vehicles will not be considered.

• The contract will be awarded to the offeror providing the best value to the Government.

• Technical capability will be weighed more heavily than price.

• Submission Deadline: May 26, 2026, by close of business.

• Technical Capability Submission: May 28, 2026, by 2:00 p.m. ET to Felecia A. Beamen (felecia.a.beamen@cbp.dhs.gov). Submit as a separate attachment, email file size not to exceed 10MB.

• Questions Deadline: May 22, 2026, by 12:00 p.m. ET to Felecia A. Beamen.

• Quotation Submission: Completed and signed Standard Form 18 (SF 18) and Technical Capability Statement or proposal.

• Evaluation Criteria: Best value, with Technical Capability being more important than price.

• This acquisition is NOT set-aside for small business concerns.

• The RFQ incorporates provisions and clauses by reference, accessible at www.acquisition.gov.

• Attachments include: Statement of Work, Ballistic Armored Response Vehicle Platform and List of Equipment Options, and Ballistic Armored Response Vehicle Delivery Addresses.

• Shipping is included in the procurement.
