Quick Summary

The U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Special Operations Division (SOD) is seeking to procure six (6) Ballistic Armored Response Vehicles (BARVs), specifically BATT-X units, with off-road capabilities. These vehicles are for use by Special Response Team (SRT) Operators in high-risk/high-threat operations and must provide B7/NIJ Level IV ballistic protection, capable of stopping .50 Ball Ammunition. This is a Solicitation (Request for Quote), and proposals are due by May 26, 2026, with technical submissions due by May 28, 2026. This acquisition is NOT set-aside for small business concerns.

Scope of Work

The primary objective is to acquire additional BATT-X units that offer robust off-road performance and superior ballistic protection. The scope includes a full replacement and/or repair warranty, along with necessary customer support. Key requirements include:

  • Ballistic Protection: B7/NIJ Level IV, capable of stopping .50 Ball Ammunition, with armor level E (Mil Spec Steel A46100).
  • Performance: Must operate effectively in diverse terrains (mountainous, rocky, sandy, heavily wooded) and clear DOT regulations in multiple CONUS states.
  • Warranty: 3-year bumper-to-bumper on chassis, 3-year parts warranty, and 3-year maintenance on power train, chassis, and body.
  • Vehicle Platform: Must be built on a standard chassis (e.g., Ford, Chevy, Dodge) to allow for local dealership maintenance. No specialized training should be required for operation or general repairs.
  • Interior: Seating for a minimum of 8 passengers, adjustable height stand-access to a 360-degree rotating turret, and extreme heat/sound reducing insulation.
  • Exterior: 6 doors (4 side, 1 dual rear), flip-forward front hood, black color, D-Ring tie-down points, and a front ram bumper.

Key Requirements & Deliverables

  • Six (6) Ballistic Armored Response Vehicles (BARVs) meeting or exceeding the detailed specifications in "Attachment A - Ballistic Armored Response Vehicle Platform and List of Equipment Options."
  • Vehicles must be from current production; conceptual vehicles or mechanical drawings will not be considered.
  • Delivery is desired within 90 days from award receipt.

Contract Details
