The project involves:

  • Mobilization and procurement of long-lead equipment (switchboards, control panels, pumps, VFDs).
  • Construction of a new electrical building, generator enclosure, transformer vault, and concrete pads.
  • Installation of new electrical components and controls, and demolition of existing infrastructure.
  • Refurbishment of the pumping plant building, including valve vault expansion, HVAC, electrical upgrades, and pump maintenance.
  • Installation of site civil improvements (drainage, erosion control, lighting, cameras, fencing).
  • Furnishing and installing new vertical turbine pumps with specific performance capabilities (three 350 HP for 13 cfs at 186 ft TDH, and three 350 HP for 26 cfs at 94 ft TDH).
  • Construction of a new mechanical irrigation canal traveling screen.
  • Startup, testing, commissioning, training, and provision of Operation and Maintenance Manuals.

Contract Details

  • Contract Type: Firm Fixed Price.
  • Period of Performance: 1,019 calendar days after Notice to Proceed (NTP).
  • Estimated Magnitude: More than $10,000,000.
  • Bonds Required: Performance Bond (SF-25), Payment Bond (SF-25A), and Bid Bond (SF-24). An offer guarantee is also required.

Eligibility & Set-Aside

  • Pre-Bid Conference & Site Visit: Scheduled for June 3, 2026, at 11:00 AM Mountain Daylight Time. The site visit will begin at the BIA Michaud Unit Office (663 Syphon Rd, Pocatello, ID) before proceeding to the Bannock Pumping Plant. Attendees are responsible for their own PPE.
  • Evaluation: Bids will be evaluated based on price and other price-related factors specified in the solicitation. The bid acceptance period is ninety (90) days past the closing date.

Bidders must review the comprehensive Technical Specifications and Geotechnical Engineering Report for detailed requirements impacting foundation design, earthwork, and material selection. Compliance with prevailing wage rates (Wage_Determination_ID20260072) for Power County, Idaho, is mandatory. Offerors are responsible for coordinating with appropriate TERO offices regarding state/tribal taxes and laws. The government reserves the right to cancel this solicitation. Optional items 0030 and 0040 (Traveling Screen) may be exercised within 150 days of NTP.
