• Small business annual receipts for the preceding three fiscal years must not exceed $22 Million.

• This RFQ incorporates provisions and clauses effective through Federal Acquisition Regulations 2026-01.

• Offerors must complete and submit representations and certifications (FAR 52.212-3).

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and maintain clean, sanitized, and supplied vault toilets at three (3) OHV Recreation sites: Johnson Valley, Stoddard Valley, and Dumont Dunes, including the Salt Creek Day Use area.

• Weekly cleaning, sanitizing, and stocking of approximately 25 CXT vault toilets.

• Requires the capacity to haul a minimum of 100 gallons of water using a four-wheel drive vehicle.

• Tasks include:

  • Inspecting and cleaning exterior surfaces.
  • Pressure washing interior floors and cleaning all fixtures (riser, seat, door, walls, windows).
  • Replacing toilet tissue with rolls meeting specific recycled content requirements (20-60% post-consumer, 20-100% total recovered fiber).
  • Removing foreign material, stickers, mildew, webs, insect nests, and graffiti within a 10-foot radius of each vault.
  • Cleaning and disinfecting toilet risers and seats.
  • Disposing of all trash and debris at an approved facility off BLM lands.
  • Handling spills according to environmental regulations, including excavation and disposal at a certified hazardous waste facility if necessary.

• Period of Performance: One (1) Base Year of 12 months, with three (3) 12-month option years.

• Place of Performance: Johnson Valley OHV Area, Stoddard Valley OHV Area, and Dumont Dunes OHV Area in San Bernardino County, California.

• No more than 1 unsatisfactory inspection result per week.

• Two unsatisfactory inspections result in a 5% invoice deduction; three result in a 10% deduction.

• Contractor must possess a four-wheel drive, minimum half-ton or larger pickup truck.

• Services are to be performed during regular working hours (7:00 am - 4:00 pm, Monday-Friday), excluding government holidays, unless otherwise approved.

• Specific cleaning schedules apply to Johnson Valley/Stoddard Valley and Dumont/Salt Creek sites, with increased frequency during holiday weekends (Halloween, Thanksgiving, New Year's, MLK Jr. Day, Presidents' Day).

• Contractor must furnish all personnel, materials, equipment, and supplies. No government-furnished materials or equipment.
