Questions & Answers / Clarifications

• Pricing and Escalation: The solicitation does not have option years. Pricing should reflect current market costs, with annual evaluations for market shifts. Federal Wage rates will update annually. Economic price adjustments are evaluated yearly.
• Contract Period: The ordering period is 60 months (May 1, 2026 - September 30, 2030), and vendors should quote for the entire 60 months.
• Scope and Deliverables: Clarifications were provided on the scope of "Hospital Switch" services, which are integrated into the overall BTS scope. Specific PWS references were corrected, and guidance was given on whether certain tasks are included in monthly maintenance or should be priced separately.

• Personnel and Staffing: All 7 positions in the Service Summary Table are considered key personnel. While there is no specific experience requirement beyond certifications, two call managers need Avaya CM10. The contractor must obtain flightline driving privileges within a reasonable time.
• Government Furnished Equipment (GFE): Contractors will have their own office space with all equipment. No GFE will be provided for on-site contractors.
• Technical Requirements: The current software version for the Avaya CM10 system is v10.2. Information on specific model numbers for media gateways and Avaya Voice Portal environments is proprietary. The contractor is responsible for establishing necessary account access for Avaya Single Sign On.
• Site Visit and Data: A site visit will not be conducted. The government will provide logical drawings, floor plans, or telecom room layouts, current cable routes, OSP maps, or demarcation locations, and photographs or diagrams of BTS switch rooms and associated infrastructure to assist offerors.
