Solicitation / RFP / RFQ

This document is a Request for Quote (RFQ) for commercial items, prepared in accordance with FAR Subpart 8.405-2. It constitutes the sole solicitation, and a written solicitation will not be issued. The government intends to place a Firm-Fixed Price (FFP) order.

The RFQ includes a list of items to be quoted, including:

• All in one gym
• Adjustable bench
• Polyurethane dumbbells with racks
• Air bike
• Air rower
• York 7' Olympic Economy Bar (Brand Name or Equal)
• Curl bar
• 1000lb Assorted Bumper plates
• Hex barbell
• Life Fitness CLST Integrity Series Treadmill (Brand Name or Equal)
• Shipping & Install

Offerors must submit sufficient descriptive data to validate that each item meets the salient characteristics.

• Contract Type: Firm-Fixed Price (FFP)

• Delivery: Within 60 days ADC (After Contract Award). This period is mandatory and negotiable.

• Payment Terms: NET 30 is standard, unless otherwise specified by the offeror.

• Delivery Terms: FOB Destination.

• Submission Method: E-mail is the required method for offer submission.

• Required Documents: Complete (signed) Page 2 of the RFQ and Technical Specifications of all quoted products.

• Questions Deadline: 1 May 2026, 10:00 a.m. (CST). Questions should be emailed to darryl.overton@us.af.mil.

• Offers Deadline: 8 May 2026, 10:00 a.m. (CST). Quotes can be emailed to darryl.overton@us.af.mil and taylor.norris@us.af.mil.

• Evaluation Factors: Best value will be determined based on price, technical, and delivery.

• SB Size Standard: 750 employees

• Type of Set-Aside: None (Mandatory Source is checked, but other options are unchecked).

• Funds are not presently available for this effort; no award will be made until funds are available.

• The Government reserves the right to cancel this solicitation at any time.

• The government will not reimburse offerors for any costs incurred if the solicitation is canceled.

• An amendment will be issued with answers to all questions received.

• The RFQ references Salient Characteristics, Statement of Work, and Provisions and Clauses as separate components.

Statement of Work (SOW)

To provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, and materials for the purchase and installation of fitness equipment at Dyess AFB, Texas.

• Install fitness equipment at the 9 Bomber Generation Squadron.

• Provide all required labor, materials, tools, and equipment for installation.

• Conduct operational tests to ensure equipment functionality.

• Provide one hard-copy of manufacturer's operation and maintenance manuals.

• Provide a system training for the user within 10 days of installation completion.

• Equipment must be installed in accordance with manufacturer standards, applicable US laws, commercial standards, and business practices.

• Warranty for all material and workmanship for one year from the date of acceptance.

• At least one year warranty for product and installed equipment.

• Work to be performed Monday through Friday, 0800 - 1630, excluding US Federal holidays or facility closures.

• Installation at Dyess AFB, Texas.

• Coordinate performance schedule with the Government Representative (GR) and submit a work schedule NLT 15 calendar days prior to commencement.

• Contractor must obtain required advance approval for welding, cutting, or brazing operations 24 hours in advance via AF Form 592.

• Contractor employees must comply with security requirements for restricted/controlled areas.

• All personnel entering Dyess AFB require specific permission and must obtain a USAF identification card.

• Contractor vehicles must be marked with company name.

• Contractor employees driving vehicles must have a current driver's license, and vehicles must have valid state registration, inspection, and insurance.

• Contractor employees operating heavy equipment must be licensed/certified.

• Adherence to OSHA, US Army Corps of Engineers' Safety and Health Requirements Manual, and hazardous material training requirements.

• COVID-19 health procedures (social distancing, face masks, hand sanitizer) must be followed.

• An AF Form 103, Base Civil Engineer Work Clearance Request, is required prior to work commencement and must be renewed every 30 days.
