Technical Requirements & Documentation

• Technical Documents: IRPOD, drawings, technical data, STRs, military specifications, and commercial item descriptions are available at HTTPS://LOGISTICS.UNNPP.GOV/ECOMMERCE. Pre-registration and a password are required.
• Order of Precedence: Amendments to the purchase order/contract take precedence, followed by the schedule of supplies, terms and conditions, IRPOD/Master Procurement Specification, STRs, drawings, and specifications.
• Quality Assurance: Requirements are detailed in the IRPOD. Contractors must maintain an inspection system acceptable to the Government.
• Packaging: MIL-PRF-23199 and MIL-DTL-24466 green poly bags apply under specific cleanliness controls (e.g., MIL-STD-767, MIL-STD-2041). MIL-STD 2073 packaging also applies. Fire retardant packaging is no longer required. Packaging labels must use nomenclature from the IRPOD.
• Waivers/Deviations: Requests for delivery date extensions or waivers/deviations on critical contracts must include justification and an offer of consideration.
• Mercury Exclusion: Mercury or mercury-containing compounds shall not be intentionally added or come into direct contact with hardware.
• DD Form 1423: Detailed instructions and definitions for blocks A-18 of the DD Form 1423 are provided, covering data item descriptions, submission requirements, distribution statements, and pricing groups.
• Certificate of Compliance: A Certificate of Compliance per DI-MISC-81356 is required at the time of material delivery to NAVSUP-WSS code N9433.
