Statement of Work (SOW) / Performance Work Statement (PWS)

To provide custodial and refuse collection services at Poe's Ridge Recreation Area, operated by the U.S. Army Corps of Engineers, Wilmington District.

• Custodial services for the Visitor Assistance Center (VAC), Jordan Dam, Dam Tailrace area, Boat Ramps, access roads, picnic areas, playgrounds, and shoreline areas.

• Refuse collection services for designated areas.

• Specific tasks include cleaning facilities, restrooms, kitchens, common areas, and exterior grounds.

• Includes cleaning of picnic sites, tables, shelters, grills, overlooks, fishing piers, platforms, and courtesy docks.

• Garbage and recycling collection and disposal.

• Services to be performed to the satisfaction of the Contracting Officer.

• Specific cleaning tasks and frequencies are detailed for various locations and types of facilities (e.g., restrooms, impact sites, grounds).

• Performance includes maintaining sanitary conditions, removing debris, and ensuring supplies are stocked.

• Poe's Ridge Recreation Area, Moncure, Chatham County, North Carolina.

• Base Period: June 1, 2026 - February 28, 2027.

• Four (4) optional one-year performance periods.

• Normal working hours: 7:00 am – 3:00 pm, unless otherwise specified.

• Contractor must furnish all cleaning supplies, materials, and equipment (green/biodegradable preferred).

• Vehicles must be presentable, serviceable, and comply with safety regulations (EM 385-1-1).

• Contractor employees must be visibly identifiable.

• An approved Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA) are required.

• Safety requirements include compliance with OSHA standards and EM 385-1-1.

• Pre-screening of candidates using E-Verify is required.

• Contractor is responsible for damage to Government property.

• Quality Control (QC) measures and reporting are required.

This solicitation (W912PM26QA014) is for custodial services at the B. Everett Jordan Dam. The government is procuring these services to maintain the facility.

• Custodial services in accordance with the Performance Work Statement.

• Services are to be performed at B. Everett Jordan Dam.

• The contract includes a base period of 9 months and four 12-month option periods.

• The period of performance for the base year is from 01 June 2026 to 28 Feb 2027.

• Option year one: 01 Mar 2027 to 29 Feb 2028.

• Option year two: 01 Mar 2028 to 28 Feb 2029.

• Option year three: 01 Mar 2029 to 28 Feb 2030.

• Option year four: 01 Mar 2030 to 28 Feb 2031.

• Technical proposals will be evaluated based on the following criteria:

  • Technical proposal demonstrates ability to meet all PWS requirements.
  • Technical proposal includes an organizational chart or description with key personnel, affiliations, and job titles, demonstrating capability.

• Questions and RFIs are due by 1 April 2026, at 2:00 PM ET.

• Quotes are due no later than 9 April 2026, at 2:00 PM ET.

• Site visit is scheduled for 26 March 2026, at 11:00 AM. RSVP by 24 March 2026.
