This is a combined synopsis/solicitation for commercial items issued by the United States Coast Guard Surface Forces Logistics Center. The government requires specific parts for fuel and lube oil purifier separators used aboard the USCG 418' WMSL. This announcement is the only solicitation, and a separate written solicitation will not be issued.

The procurement is conducted on a brand name basis, exclusively for products manufactured by ABB Motors and Mechanical Inc. (specifically Baldor-Reliance brand). Vendors must provide a letter from the Original Equipment Manufacturer (OEM) confirming authorized distributor/re-seller status. Failure to do so will result in the offer being deemed non-responsive.

All items have specific packaging, preservation, and marking requirements detailed in the solicitation, often referencing MIL-STD-2073-1E and ASTM standards.

• Payment terms are NET 30.

• Required delivery date for items is 07/18/26.

• Shipping is FOB Destination.

• Quote Due Date: 06/18/26, 11 AM EST.

• Vendors must have an active registration in SAM.gov prior to award.

• Evaluation Criteria:

  1. Technical Acceptability (Brand name compliance, OEM authorization letter, packaging compliance, delivery schedule adherence).
  2. Price (Fairness and reasonableness; shipping costs must be included in item pricing).
  3. Past Performance (May be considered).
  4. Responsibility (Active SAM.gov registration, not debarred/suspended).

This procurement is open to all responsible sources. Vendors must have an active registration in SAM.gov.

This document contains applicable Federal Acquisition Regulation (FAR) clauses relevant to the solicitation. It outlines instructions for offerors, evaluation criteria, and contract terms and conditions for commercial products and commercial services.

• FAR 52.212-1 (Instructions to Offerors): Details submission requirements including solicitation number, receipt time, offeror information, technical descriptions, warranty terms, pricing, representations and certifications (FAR 52.212-3), and acknowledgment of amendments. Multiple offers are encouraged. Late submissions are generally not considered.

• Offers must be submitted by the exact time specified in the solicitation.

• The Government intends to evaluate offers and award without discussions, so initial offers should be the best terms.

• Evaluation will be based on price and other factors as specified by the Contracting Officer.

• The document references NAICS codes and small business size standards, which appear elsewhere in the solicitation.

• Offerors must provide their Unique Entity Identifier (UEI) and ensure their SAM.gov registration is accurate and complete.

• Offerors are responsible for the accuracy of their SAM.gov data.

• Specific evaluation factors and applicable clauses under FAR 52.212-5 will be detailed by the Contracting Officer.
