Statement of Work (SOW) / Performance Work Statement (PWS)

This project aims to replace and realign existing fencing to improve habitat for big game, reduce risks to livestock, and enhance range quality, aligning with BLM's goals for public lands.

• Fence Removal: Approximately 11,740 feet of wildlife-unfriendly fence (1.5 miles woven wire with barbed wire topping, 0.7 miles of 6-strand barbed wire) will be removed. This includes associated stress panels, wire gates, corner panels, end panels, and wire. All fence materials (wire, posts, staples, clips, stays) are to be removed and disposed of legally offsite. No materials are to be reused.

• Fence Construction: Approximately 11,353 feet of new four-wire fence will be constructed. This includes 40 stress panels, 2 wire gates, 8 corner panels, and 19 end panels. Four existing metal vehicle gates will be reinstalled. The fence will have a maximum wire height of 42 inches, with the top three wires being barbed and the bottom wire being smooth.

• The fence construction will adhere to specifications outlined in the BLM fencing manual H-1741-1.

• Wire spacing will be 18, 23, 30, and 42 inches from the ground.

• Steel T-bar posts will be placed every 16.5 feet, with a steel tubular post every fifth post.

• Stress panels are required at topography changes of 8% or greater, including hilltops and gully bottoms.

• End panels are required at the end of fence runs and on both sides of gates.

• Corner panels are required for directional changes of 20 degrees or more.

• Deadman anchors will be used in minor depressions where the bottom strand is more than 20 inches from the ground, and in small gullies.

• Wire gates will be rebuilt, and metal vehicle gates will be reused.

• Location: Approximately 35 miles southeast of Buffalo, Wyoming, in Johnson County.

• Construction Timing: Expected to occur between July 1, 2026, and December 31, 2026. Exact dates will be coordinated with the Contracting Officer.

• Access to the work site is via existing improved roads and two tracks; contractor may use 4WD, OHVs, mini-excavators, and front loaders. Off-road vehicle width must not exceed 72 inches. No new roads shall be constructed without prior written permission.

• Vehicles, equipment, and boots must be cleaned before initial access.

• Contractor shall notify BLM at least 10 working days before any site investigation or visit.

• No blading, excavation, brush-hogging, or mowing is allowed. Minimum disturbance to existing grass, vegetation, roads, and two-tracks is required.

• Any discovered artifacts or indications of past human occupation require immediate stop work and contact with the Buffalo Field Office Field Manager.

• Contractor is responsible for obtaining and paying for all required licenses and permits (though none are expected for this contract).

• Submittals (design computations, shop drawings, manufacturer's literature, etc.) are required and must be delivered to the Contracting Officer at least five working days before review.

• Certificates of Conformance are required for materials used.

• Disposal of all debris must be in a legal manner. Staples and clips shall not be left on the ground. Burning or burying of removed materials is not permitted.

• The work schedule must be submitted at the pre-work conference.

• The project is subject to a Wildlife Timing Limit Stipulation (TLS), requiring work to be completed between July 1 and December 31.
