Purpose & Scope

NAWCWD China Lake aims to accelerate cost-effective and rapid response methods by awarding BPAs across six chemical commodities. Requirements will be competed among BPA holders via the Lakehurst BPA Tool. The scope includes a broad range of chemicals such as Oxidizers, Fuels, Binders, Acids, Bases, Solvents, Gases, Additives, Support Materials, and Starting Materials and Reagents, as detailed in Attachment 1. This list is representative and not exhaustive. Deliveries will be Free on Board (FOB) Destination to NAWCWD China Lake, CA.

Contract Details

  • Type: Blanket Purchase Agreement (BPA) – a method for anticipated repetitive needs, not a contract.
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).

  • BPA Master Dollar Limit: $9,000,000.00.
  • Individual Call Limit: May not exceed the Simplified Acquisition Threshold (SAT).

Submission & Evaluation

  • Submission Requirements: Interested parties must provide their Cage Code, Unique Entity Identifier (UEID), and a capabilities statement detailing their primary business practice/trade and whether they are a manufacturer or supplier/distributor. If disagreeing with the anticipated CMMC Level, a rationale and recommended level should be provided.
  • Evaluation: For individual BPA Calls, award will generally be made to the lowest priced offer. Evaluation factors for the BPA itself are not applicable. Responsibility determinations will precede BPA issuance.
  • Vendor Participation: Active participation in the program by submitting bids is crucial; non-participation or poor performance may lead to non-renewal or cancellation of the BPA.
