Solicitation / RFP / RFQ

This document is a solicitation for a Blanket Purchase Agreement (BPA) for Chemicals. The government is procuring chemical commodities. The BPA will have a term of 60 months.

• The vendor agrees to deliver supplies in accordance with the terms outlined in the BPA Call/Purchase Order.

• Specific chemical commodities are detailed in Attachment 1.

• Delivery terms will be Free on Board (FOB) Destination.

• Packaging and marking shall be in accordance with the BPA Call/Purchase Order.

• Item Unique Identification and Valuation (IUID) is required for items meeting specific cost thresholds or identified in the schedule.

• BPA Master Dollar Limit: $9,000,000.00

• BPA Call/Purchase Order Limit: Individual calls will not exceed the warrant authority of the individual placing the call, nor the Simplified Acquisition Threshold.

• BPA Period of Performance: Date of Agreement release through 60 months.

• Request for Quotes (RFQs) estimated < $25,000 will be issued by the Ordering Officer and paid by Government Purchase Card (GPC).

• RFQs estimated > $25,000 will be issued by the Contract Specialist, with a Purchase Order (SF 1449) and Wide Area Workflow (WAWF) payment instructions.

• Vendors have one (1) business day (or alternate time if specified in the RFQ) to submit offers for RFQs.

• Award will be made to the lowest priced offer received, unless otherwise stated in the RFQ.

• Evaluation factors for award are not applicable (Section M states 'Not applicable').

• The acquisition is set aside for Small Business.

• NAICS Codes include: 325120, 325180, 325190, 325199, 325211, 325998.

• Vendors must be actively registered in the System for Award Management (SAM).

• Export Controlled drawings may be utilized and require a valid, approved DD Form 2345 for eligibility.

• Payment will be made via Government Purchase Card for orders < $25,000.

• Payment for orders > $25,000 will be via WAWF, following DFARS 252.232-7006 instructions.

• Fast Payment BPA Calls/Purchase Orders are not authorized.

• Unpriced BPA Calls/Purchase Orders are strictly prohibited.

• The solicitation includes numerous FAR and DFARS clauses related to business ethics, small business, cybersecurity, export controls, and payment procedures.
