Evaluation
Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. Technical acceptability requires demonstration of:

- Understanding of requirements and a feasible Technical Approach. Price will be evaluated for reasonableness, realism, and balance. Performance bonds are required.
