This solicitation is for a Firm Fixed Price Construction contract for VHF radio antenna installation services for the Bureau of Land Management (BLM) Tillamook Field Office, Northwest Oregon District. The goal is to install a base station radio to allow employees access to the BLM's repeater network and dispatch operators. Communication equipment will be installed on the tower, and RF cabling will be installed inside the Tillamook Field Office.

• Contract Type: Firm Fixed Price Construction.

• Period of Performance: June 22, 2026, to July 22, 2026.

• Delivery Date: July 24, 2026.

• This is a Request for Quotation (RFQ).

• Quotations must be submitted electronically via email to jeduncan@ios.doi.gov.

• Requests for Information must be submitted in writing to jeduncan@ios.doi.gov.

• Submit completed Standard Form 1449 and any acknowledged amendments.

• Price schedule (Section B) must be completed with unit price and extended total, including all necessary costs.

• Applicable Representations, Certifications, and Other Statements of Offerors must be completed and submitted.

• Award will be made to the responsible firm whose quote is most advantageous to the Government, considering price and other factors, including past performance.

• The Government intends to award to the lowest evaluated price determined fair and reasonable.

• This solicitation is set aside for business concerns.

• The solicitation includes numerous FAR and local clauses covering various aspects such as environmental impact, hazardous materials, security requirements, electronic invoicing, fire prevention, labor standards, and Buy American provisions.

• A Construction Wage Requirements Determination (OR20260001) is attached and will be incorporated at the time of award.

Statement of Work (SOW)

To install a base station radio and associated RF cabling at the Bureau of Land Management (BLM) Tillamook Field Office to allow employees access to the BLM's repeater network and dispatch operators.

• Install one VHF antenna on the tower, including RF cables, supports, connectors, and lightning protection.

• Run RF cable from the tower to the Radio Equipment Room within the office building, using existing conduit.

• All work must meet Motorola R56 Standards for Communications Sites.

• The project includes three phases: Pre-Construction Site Walk, Project Execution, and Closeout and Delivery.

• The installed antenna system performance will be measured end-to-end using VSWR, Return Loss, and Distance-to-Fault measurements.

• Digital copies of these performance measurements must be provided to BLM Telecom staff.

• Place of Performance: BLM Tillamook Field Office, 6275 Blimp Blvd., Tillamook, OR 97141.

• Period of Performance includes a 1-Year Warranty for all work and materials.

• Contractor is responsible for obtaining any necessary permits from the County or State.

• Contractor must ensure all tower climbers are certified and the company is licensed and bonded in the State of Oregon.

• Contractor must provide labor and any materials, tools, or items not listed as Government Provided.

• Access to the site will be coordinated with on-site BLM personnel. All personnel must comply with BLM security protocols.
