Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for the installation of a surveillance camera system along the Burlington Northern Santa Fe (BNSF) railway at F. E. Warren Air Force Base (AFB), Wyoming. The goal is to provide monitored viewing capability as a security requirement for the confinement facility.

• The contractor shall provide all management, tools, supplies, equipment, and labor for the camera system installation.

• Cameras will be installed at strategic locations along the BNSF railway.

• Monitoring and annunciation will occur at the security office and the Base Defense Operations Control Center (BDOC).

• The contractor shall ensure the system is compatible with the BDOC's operating system (WiseNet Wave) and does not interfere with existing systems.

• All materials must be new, of the highest grade, and installed according to manufacturer specifications.

• The contractor is responsible for the disposal of all broken/non-functional hardware.

• The contractor must ensure installed systems function correctly, allowing for controlled viewing/recording at the BDOC.

• Zero discrepancies are required for camera installation services, system training, and warranty provision.

• Surveillance system functions must be in substantial compliance with applicable performance standards.

• Customer feedback will be used as a method of surveillance.

• The Period of Performance (PoP) for a fully functional/operational system is 150 calendar days after contract award, including lead time and training.

• The location is F. E. Warren Air Force Base, Wyoming.

• The contract will only be awarded to a United States (U.S.) company using U.S. citizens.

• Contractor personnel must have REAL ID-compliant identification for base access.

• A Project Manager (PM) must be designated and available.

• Contractor personnel must undergo a National Crime Information Check (NCIC).

• Products cannot be sourced from China.

• The contractor shall provide a one-year workmanship warranty.

• Training on system use, operation, and troubleshooting is required.

• Compliance with all applicable federal, state, and local laws, regulations, and environmental protection requirements is mandatory.

• Hazardous materials must be managed according to specific authorization procedures.

• The contractor must adhere to Green Procurement Program (GPP) guidelines.

• Security requirements include background checks, identification protocols, and restrictions on firearms and oversized vehicles.
