Evaluation
Award will be made using a Lowest-Price Technically Acceptable (LPTA) evaluation methodology. Quotes will be assessed on a pass/fail basis for technical acceptability, ensuring all PWS requirements, including personnel qualifications and security criteria, are met. If three or more quotes are received, the Government intends to evaluate only the three lowest-priced submissions for technical acceptability. The Government intends to make an award without discussions but reserves the right to hold them.
