Scope of Work
The contractor will provide comprehensive support for the FBI's Hostage Rescue Team (HRT) mobility platforms and logistical equipment. This includes:
- Preventative and Corrective Maintenance: Routine, recurring, and non-routine maintenance for HRT Mobility Team Maritime Platforms and Ground Platforms. Non-routine requirements will be proposed separately.
- Training: For new FBI Mobility Operator Trainees and continued training for existing operators on specialized HRT Mobility Platforms and logistical equipment.
- Logistical Support: Inventory support for government equipment and identification of future or replacement platforms and upgrades.
- Travel Services: As required and pre-approved.
- Other Direct Costs (ODC): For direct material, parts, and consumables, reimbursed at actual cost.
Contract & Timeline
- Contract Type: Firm Fixed Price for regular maintenance, travel, and ODCs. Non-routine maintenance will be firm-fixed-price on a per-requirement basis.
- Period of Performance: One Base Year (June 1, 2026 - May 31, 2027) with four (4) Option Years.

Evaluation & Submission
Award will be based on a Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO-RP) methodology. Evaluation factors include Technical Capability (maintenance approach, response times, operational readiness, management approach, staffing) and Past Performance. Price will be evaluated for fairness and reasonableness but not scored. Quotes must be submitted electronically via email to Melissa Golicz at mgolicz@fbi.gov. Technical submissions are encouraged to be limited to approximately 15 pages (excluding resumes). Pricing submissions have no page limit. Text size shall be Times New Roman, no less than 11-point font.
Special Requirements
Contractor personnel must be located within one (1) hour of Fredericksburg, VA. Maintenance must adhere to manufacturer specifications using certified/factory parts. Personnel must be qualified and licensed. Normal workday is 6:00 a.m. - 6:00 p.m., with core hours of 9:00 a.m. - 3:00 p.m. The Government will provide HRT Mobility Platforms, logistical support equipment, tools, supplies, parts, and materials.
