Key Technical Requirements (from Draft SOW & Q&A)

  • Body-Worn Cameras: Must meet specific physical dimensions, durability (6-foot drop survival), mounting, manual recording, pre-event buffering, minimum 10-hour battery life, 12-hour storage, 720p HD resolution, 120-degree field of view, IP67 water resistance, and advanced audio.
  • Docking Stations: Automatic charging and footage upload upon docking, with support for secure wireless uploads.
  • Automatic Activation: System must support BWC activation via external sensors.
  • Digital Evidence Management System (DEMS): Cloud-based, FedRAMP Moderate or higher, dedicated cloud storage (CONUS), PIV single sign-on, NIST SP 800-53 compliance, 24/7 help desk, cold storage, and DHS ownership of all data. Encryption standards include FIPS 140-3 Level 2 or 3 (NIST-approved).
  • Data Transfer: Estimated data to be transferred ranges from 200 TB to 850 TB.
  • Interoperability: Cameras and hardware must be compatible with the DEMS, with vendor participation in integration testing.
  • Training: Comprehensive training on hardware and DEMS, including 'train-the-trainer' options.
