Purpose
This is a Request for Information (RFI) to conduct market research and identify qualified firms capable of providing Boiler Safety Device Testing Services. The government seeks information on contractor capability, experience, geographic availability, and business size to determine the most appropriate acquisition strategy. This is not a solicitation, and no contract will be awarded from this notice.
Scope of Work
The requirement is for recurring inspection and testing services only, not repairs or corrective maintenance. Services include:
- Monthly boiler safety device testing.
- One Government-scheduled semiannual boiler safety device inspection/testing cycle per contract year.
- Boiler pressure vessel inspection support.
- Boiler External Inspection (BEI) safety device testing.
- Completion of Government-provided testing checklists.
- Deficiency identification and reporting.
- Inspection and testing documentation. Services must comply with VHA Directive 1810, VHA Boiler and Associated Plant Safety Device Testing Manual, manufacturer recommendations, OSHA, and applicable Federal, State, and local regulations. Contractor personnel must be qualified and knowledgeable, and the contractor must be a "Qualified Testing Contractor" per VHA Directive 1810 (experience at three other VA medical facilities).

Submission Requirements
Interested vendors should submit a capabilities statement, not exceeding five (5) pages, by email to Karen Cooper (karen.cooper332@va.gov). The response should detail experience, qualifications, and business size. Recommendations for NAICS and PSC codes are also requested.
Eligibility & Set-Aside
Potential Offerors must be registered in the System for Award Management (SAM). The government will use responses to determine the appropriate set-aside, with particular consideration for verified Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) firms.
