Scope of Work

The Border Police Advisor will provide technical law enforcement expertise, policy guidance, technical assistance, and training to Salvadoran National Civilian Police (PNC), Directorate of Migrations (DGME), Customs (DGA), and Port Authority (CEPA). Key responsibilities include:

• Assessing organizational and operational capacities of GOES agencies.
• Establishing collaborative partnerships and developing best practices for border security.
• Initiating and coordinating activities to prevent illicit migration and reduce crime.
• Assisting in implementing a holistic border security posture to interdict illicit drugs and migrants.
• Identifying training needs, executing projects, and preparing documentation for technical services.
• Preparing quarterly/annual reports and strategic plans, and coordinating monitoring activities.
• Supervising locally employed staff and third-party contractors, and attending high-level meetings.

Key Qualifications

Applicants must be U.S. citizens with the ability to obtain a Secret security clearance. Minimum requirements include:

• Bachelor's degree OR 20 years of sworn civilian law enforcement experience in a border environment.
• 5 years of supervisory experience.
• 5 years of police program experience (e.g., border security, counternarcotics, interdiction).
• Demonstrated experience in training police tactics, managing resources, and working with partner nations.
• 5 years of law enforcement program management, training, and problem-solving experience, including managing USG contracts/grants.
• Demonstrated experience in reporting, budget execution, liaison, and relevant work in Latin America.
• Professionally proficient in Spanish.

1. Form SF-171 (Completed and signed).
2. Complete Resume (detailing experience, dates, locations, hours, duties, supervisor contacts, education, U.S. citizenship).
3. Evaluation Factor Document (addressing each of the four factors, limited to 500 words per factor).
4. Three Professional References (names, phone, email of current/previous supervisors). Submission as one PDF attachment is highly recommended.

Evaluation Criteria

Offerors will be rated based on Evaluation Factors (70 points), Interview Performance (30 points), and Satisfactory Professional Reference Checks (Pass/Fail). The Evaluation Factors are:

• Factor 1: Coordination and Collaboration (25 points)
• Factor 2: Development/Implementation (15 points)
• Factor 3: Knowledge and Ability (20 points)
• Factor 4: Program Management (10 points)
