Scope of Work

Contract Details

Eligibility & Set-Aside
This acquisition is a Total Small Business Set-Aside. Offerors must be registered in SAM.gov and verified in the SBA Small Business Search at the time of offer submission and contract award. A critical requirement is the submission of an Authorized Distributor Letter from the Original Equipment Manufacturer (OEM) with the quote.
Submission & Evaluation
Proposals are due electronically via email to veronica.flores@va.gov by April 16, 2026, at 11:00 am CDT. Offers must be submitted in two distinct parts: a Priced Response (including SF 1449, Section B.1, B.4, detailed quote, and the OEM Authorized Distributor Letter) and a Non-Priced Response (detailing technical capabilities and past performance, without company identifying marks or pricing).
Evaluation will consider Technical Capability, Past Performance, and Price. Technical Capability and Past Performance combined are considered significantly more important than price. The Government intends to award without discussions.
Amendments
This solicitation has been amended to include an updated Request for Quotation (RFQ), incorporate additional provisions, and provide responses to vendor questions. The latest amendment clarifies that the facility requires the complete operational kit/system, not just the scope itself.
