Sources Sought Notice

This notice is a market research tool to identify companies with the capacity, experience, and interest in competing for a Base Operations Support (BOS) Services Contract at Naval Support Facility (NSF) Deveselu, Romania. The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic is performing this research to aid in acquisition approach development. No contract will be awarded from this announcement, and respondents will not be notified of evaluation results. No reimbursement will be made for costs associated with providing information.

• Anticipated award of a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

• Contract term includes a base period of one-year, seven (7) one-year option periods, and one (1) six-month option period, for a total contract term not-to-exceed 102 months.

• A minimum phase-in time of 60 days is contemplated.

• Interested parties are requested to submit a brief capabilities statement package demonstrating ability to perform the services.

• The capability package must be complete and sufficiently detailed.

• Page Limit: Maximum of five (5) pages. Pages in excess will not be considered.

• The documentation shall address, at a minimum:

  • Company Profile: Name, address, year established, number of employees, principal contacts, UEI number, CAGE Code, SAM registration, and Small Business designation/status.
  • Relevant Experience: Experience in performing efforts of similar value, size, and scope within the last eight (8) years, including contract details, technical services performed, and procedures to meet schedule and performance requirements.
  • Phase-In: Recommendation on the adequacy of the contemplated 60-day phase-in period.
  • Additional Information: Any other relevant information.
