Scope of Work
The services include daily courier routes and scheduled weekly services for the U.S. Embassy Brussels.
- Primary Route: Daily (Monday-Friday) mail delivery between the American Embassy Brussels and St. Stevens-Woluwe (USAG/NSA), involving collection by 08:00 AM and return with incoming mail.
- Secondary Routes: Weekly services to Antwerp (48km), Ardennes/Henri Chapelle (188km), and Flanders Field (80km). These routes involve transporting documents, mail bags, and boxes weighing 2-20 kg.
- Specific Requirements:
- No subcontracting is permitted for the Embassy-USAG route.
- A dedicated, vetted primary driver with permanent access to the USAG (NSA) facility is mandatory for the DPO mail route. An alternate driver must be designated for emergencies and will be escorted.
- Courier vehicles must feature a lockable cargo area for tamper-evident seals, and replacement vehicles must be readily available.
Contract Details
- Contract Type: Multiple Blanket Purchase Agreements (BPAs). A BPA is an overarching agreement without initial financial commitment, allowing named individuals to request services.
- Period of Performance: Four (4) years, from April 1, 2026, to March 31, 2030.
- Estimated Value: Individual BPA Calls will not exceed the Simplified Acquisition Threshold (SAT). The aggregate value of all Calls against a BPA will not exceed 240,000.00 EUR. The total BPA value cannot exceed $40,000 until the vendor is registered in SAM.
- Currency: All BPA Calls will be issued in EUR. VAT is exempt.
