Justification & Evaluation
The USCG intends to negotiate with Sikorsky Aircraft Corporation as the sole source because, as the Original Equipment Manufacturer (OEM), Sikorsky owns all rights to the technical data, specifications, and drawings for this complex item. It is deemed uneconomical for the Government to acquire these rights or for other sources to produce the item. This decision is based on FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1. A determination of fair and reasonable pricing will be made through methods such as market research, comparison to previous purchases, current price lists, and comparison with similar items.
