• Vehicle Condition: The government requires a brand new (unused) truck. SOW and RFQ have been amended to reflect this. Equivalent vehicles (e.g., new surplus, demonstrator, low-mileage) are not acceptable.
• Load Capacity: The 50,000-lb. load capacity referenced in the SOW refers to net cargo capacity, not Gross Vehicle Weight (GVW).
• Sleeper Size: For "up to 80-inch sleeper" requirements, a 44" sleeper is acceptable. Other options like 58" and 72" are also available.
• Cargo Box Size: For "up to 30' Morgan cargo box" requirements, a 26' box is acceptable, and up to 30' would be considered great.
• Hinge Style: The "piano-style passenger compartment door hinges" refer to the Peterbilt cab doors, or the current method used for door hinges.
• Warranty: The 5-year warranty should be for 300,000 miles or factory warranty.

Solicitation / RFP / RFQ

The Federal Bureau of Investigation (FBI) Procurement Section is issuing this Request for Quotation (RFQ) to solicit offers for a one-year Firm-Fixed Price Purchase Order. The objective is to procure one (1) new, unused Peterbilt Brand Name, custom-built emergency response box truck for the Technical Hazards Response Unit in the Laboratory Division.

• Vehicle Type: Peterbilt Brand Name, new (unused), custom-built emergency response box truck.

• Chassis: PACCAR 567 with up to an 80" sleeper.

• Box: Up to a 30-foot straight box truck with a rear lift gate capable of moving at least 3500 lbs. Must be a tandem axle capable of transporting 50,000 lbs. Must have a 30' Morgan cargo box.

• Drivetrain: At least a 550-horsepower diesel engine, automatic shift, and rear tandem axles.

• Features: Piano style door hinges for operator/passenger compartment, incorporated sleeper up to 80 inches, lockable rear rollup, and hinged passenger side access with manual or automatic step.

• Delivery: To 1000 Falls Run Drive, Fredericksburg, VA 22406 within 180 days of award.

• Contract Type: Firm-Fixed Price (FFP)

• Period of Performance: One-year base, anticipated from 05/29/2026 to 11/25/2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Federal Bureau of Investigation (FBI) requires the acquisition of a new, unused emergency response vehicle box truck to support rapid deployment assets for crisis sites and national security special events.

• Vehicle Specifications: Peterbilt PACCAR 567 with up to an 80" sleeper, a 30' Morgan cargo box, a rear lift gate capable of supporting at least 3500 lbs, a locking rear rollup door, and a locking hinged passenger side entry with a retractable step.

• Engine & Drivetrain: Minimum 550-horsepower diesel engine, automatic transmission, and rear tandem axles with a load capacity up to 50,000 lbs.

• Warranty: A 5-year warranty is required.

• Services: The FBI will perform acceptance testing. Delivery is expected within 180 days of order.

• Honor all warranties on purchased equipment.

• The Contractor shall provide a monthly status report to the Contracting Officer (CO) and Contracting Office Representative (COR) detailing progress, delivery schedule, and any issues.

• Delivery is expected within 180 days of award to 1000 Falls Run Drive, Fredericksburg, VA 22406.

• Government Furnished Equipment: The Contractor will use its own equipment; the FBI will provide any government-owned equipment to be installed.

• Personnel Availability: Contractor must coordinate and schedule in advance to maintain flexibility.

• Security: A basic visitor notification form is required before accessing FBI facilities.

• Invoicing: Invoices must be submitted electronically through the Invoice Processing Platform (IPP). Email submissions will not be accepted. Vendors must obtain IPP access and follow registration procedures.

To acquire a Peterbilt PACCAR 567 box truck with specific features to support the Federal Bureau of Investigation's (FBI) rapid deployment needs for crisis sites and national security special events.

• Acquisition of one (1) Peterbilt PACCAR 567 truck with up to an 80" sleeper.

• A rear liftgate capable of supporting at least 3500 lbs. and a sidestep for entry into the cargo area are required.
