The authority for this CJ&A expires on September 30, 2030. The estimated requirements are valued at a maximum of over five years. The Contracting Officer has determined the anticipated cost to be fair and reasonable. No further market research was conducted as an extensive survey indicated multiple vendors were interested in a multiple award BPA. NSWC-CD currently has no plans to compete future purchase orders/awards for these supplies.

This document is a solicitation (RFQ) for a Blanket Purchase Agreement (BPA) for the acquisition of various connectors and cables as requirements become known. The BPA itself is not a contract; a contract is formed when a call (order) is issued under the BPA. The work will be performed under the general direction of the authorized Contracting Officer or BPA Administrator.

• Payment Terms: No sooner than NET 30.

• This solicitation does NOT require pricing to be submitted. Pricing will be solicited via RFQ once the BPA has been issued.

• For calls against the BPA, the government will review technical acceptability, prices proposed, delivery schedule, past performance, and current multiple award overload.

• Past performance will be emphasized, particularly regarding delivery and quality.

• The acquisition is listed as "UNRESTRICTED".

• CMMC Level 1 (Self) is required for award.

• The document outlines BPA administration and ordering instructions.

• Authorized individuals for placing calls are listed, with a limit of $350,000 per call.

• Inspection and Acceptance will be at Destination (NSWC Crane) unless otherwise stated in the call.

This solicitation is for the acquisition of Brand Name Times Microwave Inc cables and connectors by the Naval Surface Warfare Center (NSWC) Crane. The requirement is being issued under FAR Part 13 procedures as a written synopsis exception (FAR 5.202(a)(13)).

The primary requirement is for various connectors and cables as needs arise. This will be established under a Blanket Purchase Agreement (BPA). Contractors must be registered in the System for Award Management (SAM) and meet Cybersecurity Maturity Model Certification (CMMC) Level 1 requirements.

• Submission Deadline: Offers must be emailed by 27 APR 2026, 4:00 PM Eastern Time.

• Evaluation: For individual orders (calls), the government will review technical acceptability, prices, delivery schedule, past performance, and current multiple award overload. Awards may be made on a low-price technically acceptable basis or via trade-off analysis.

• Monitoring: Vendors are responsible for monitoring https://sam.gov for any amendments.

• Contractors must be registered in SAM.

• CMMC Level 1 (Self-Assessment) registration is required for award.

• Changes to the requirement will be posted on SAM.gov. Interested vendors must monitor for amendments.
