This is a Request for Quote (RFQ) for the procurement of bread products for the Federal Bureau of Prisons (FBP) at FCI Morgantown for the 4th Quarter of Fiscal Year 2026. The government intends to make a single award on an "all or none" basis.

• Item 0001: Bread loaf, whole wheat, unseasoned, fresh, 24 oz (18+ slices), pan baked, sandwich, sliced, enriched, seedless. Must be Kosher certified. Delivery weekly.

• Item 0002: Bread loaf, whole wheat, 24 oz (18+ slices). Must be Kosher certified. Delivery weekly.

• Item 0003: Hamburger buns, fresh, whole wheat, 12 pkg. Must be Kosher certified.

• Item 0004: Hot dog buns, fresh, whole wheat, 12 pkg. Must be Kosher certified.

• All bread products must be delivered within 48 hours after baking.

• Kosher Certification must be supplied with the quote for all applicable items.

• Contract Type: Firm Fixed Price.

• Period of Performance: July 6, 2026, to September 28, 2026.

• Estimated Value: Not explicitly stated, but quantities are estimates.

• Submission Method: Electronic versions sent by email are the only accepted bids. Bidders must include Company Name, UEI#, Phone#, and E-mail Address of POC on the front page of their bid.

• Failure to submit all required forms, certifications, bids, and information will result in the bid not being accepted.

• Any changes to line item descriptions or quantities will not be considered.

• All orders shall be delivered in exact quantities.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire weekly bread product deliveries for the Federal Bureau of Prisons, FCI Morgantown, West Virginia.

• Provide fresh bread products, including:

  • Whole Wheat Sandwich Bread (24 oz loaves, 2001 EA, MUST BE KOSHER)
  • Whole Wheat Hamburger Rolls (12 PKG, 801 PK, MUST BE KOSHER)
  • Wheat Hot Dog Rolls (12 PKG, 600 PK, MUST BE KOSHER)

• Bread must be delivered within 48 hours after baking.

• Products must have an acceptable expiration date of ten days after delivery.

• The contractor must replace any unacceptable expiration dates, product shortages, or substandard quality within 24 hours.

• Products must meet specified standards (e.g., CID A-A-20052C, A-A-20053C).

• Freshness: delivered within 48 hours of baking.

• Shelf life: 10 days after delivery.

• Replacement of substandard products within 24 hours.

• Contract Period: July 6, 2026, to September 28, 2026.

• Place of Performance: Federal Correctional Institution, 446 Greenbag Road, Morgantown, WV 26501.

• Deliveries will be made once per week, preferably on Monday, as needed.

• Contractor must adhere to all Federal Bureau of Prisons institution security regulations.

• The contract will be an indefinite delivery/requirements contract; quantities listed are estimates.
