This RFI seeks to identify potential sources capable of providing Breast Implants and Expanders for a Blanket Purchase Agreement (BPA) to support the Plastic Surgery Department at Navy Medicine Readiness and Training Command (NMRTC) Portsmouth, Virginia. The goal is also to determine if the required supplies are commercial in nature. This RFI is for informational and planning purposes only and does not constitute a solicitation. No offers will be accepted, and no contract will be formed based on responses.

This RFI is for a new BPA for the Plastic Surgery Department at NMRTC Portsmouth. Supplies will be delivered on an as-needed basis.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for providing and managing an initial stocking inventory of breast implants and tissue expanders for the National Museum of the Marine Corps (NMCP).

• Initial Stocking Inventory: Vendor shall provide NMCP with an initial consignment inventory of specified breast implants and tissue expanders. Initial levels will be based on reasonable estimates for a one-month period.

• Inventory Modifications: Parties may agree to modify inventory levels or add new plastic surgery products. Any changes will be documented via a BPA modification.

• Shipment: Breast implants and tissue expanders require overnight delivery (NMCP pays shipping). All other products require delivery within two business days (Vendor pays shipping).

• Title and Risk of Loss: Title remains with the vendor until products are removed for use. NMCP bears the risk of loss and replacement costs for products in inventory due to sterilization expiration, loss, or damage. The vendor is responsible for replacing damaged/defective products due to shipping or manufacturing defects.

• Ordering Replacements: NMCP will order and pay for replacement products as they are used to maintain agreed-upon inventory levels. Purchases will be made against the current BPA call number.

• Tracking Audit: An annual audit will be conducted by vendor and NMCP representatives to count inventory. If a shortfall is identified, NMCP will either order/pay to restore levels or issue a purchase order, reducing the stocking inventory levels accordingly.

• Annual inventory audit to ensure stocking levels are maintained.

• Prompt replacement of used items to assure instant availability.

• Vendor to replace damaged and defective products.
