Contract Details & Submission
Awards may be made as Procurement Contracts, Cooperative Agreements, or Other Transactions (OTs) for Prototypes (pOTAs). This is a continuously open BAA, with preproposals strongly encouraged and accepted at any time. Preproposals should be no longer than three pages. Full proposals, if requested, will require detailed technical, project management, and cost sections.
Evaluation Criteria
Proposals for procurement contracts and prototype OTs will be evaluated based on factors such as Technical Merit, Military and Program Relevance, Funds Availability, Technology Readiness Level (TRL), Project Objectives, Regulatory Compliance, Support of other U.S. Government requirements, Key Personnel Qualifications, Facilities, Budget/Cost, and Past Performance. Prototype OT proposals also consider Best Value.
Eligibility & Set-Aside
Proposals are sought from all eligible sources, including educational institutions, nonprofit organizations, and private industry. Participation in Prototype OTs is particularly directed toward non-traditional defense contractors (NDCs) and Small Businesses. There are no set-asides associated with awards resulting from this BAA.
