Purpose & Scope
The GLCOE seeks innovative R&D projects to address challenges and enhance capabilities in freshwater and ice-affected environments. Proposals should align with one of four key themes:
- Freshwater Oil Spill Preparedness: Including detection of submerged oil, in-situ sensors, and fate/behavior modeling.
- Freshwater Oil Spill Response: Focusing on uncrewed underwater systems, cold weather technologies, and physical recovery methods.
- Freshwater Alternative Response Measures: Such as in-situ burning.
- Freshwater Fundamental Oil Spill Science: Including oil physiochemistry, toxicity, and data gaps. The contractor will be responsible for executing tasks, milestones, and deliverables outlined in their submitted proposal and subsequent Project Management Plan.
Contract Details
- Contract Type: Primarily Firm Fixed Price (FFP) contracts, though other types may be used.
- Funding: Proposals must be less than or equal to $250,000. Funding is subject to availability.
- Period of Performance: Anticipated to be one year from contract award, with a potential start between January-February. Offerors should price a 12-month PoP, allowing time for reporting within this period.

Submission Requirements

- Technical Proposal: Limited to 18 pages (excluding cover sheet, cost proposal, and references). Must be UNCLASSIFIED. Offerors may submit one technical proposal per theme.
- Cost Proposal: A separate, detailed cost breakdown using the provided Excel template is required and does not count towards the technical proposal page limit.
- Required Forms: Technical Proposal Summary Page (Contract/IRWA) must be completed.
- Deliverables: Include a post-award conference, Project Management Plan, Data Management Plan, monthly progress reports, and a final report. All deliverables must be 508-compliant.
