BROAD AGENCY ANNOUNCEMENT (BAA) RESEARCH AND DEVELOPMENT IN SUPPORT OF THE JOINT PROGRAM EXECUTIVE OFFICE FOR CHEMICAL, BIOLOGICAL, RADIOLOGICAL AND NUCLEAR DEFENSE (JPEO-CBRND), JPM MEDICAL AND JPL EB

This Broad Agency Announcement (BAA) solicits pre-proposals for research and development efforts in support of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). The BAA aims to identify the best available science for developing medical countermeasures and enabling technologies. It is open to educational institutions, nonprofit organizations, and private industry.

• Focus on developing medical CBRN countermeasures and enabling technologies.

• Interest in studies for rapid development and increased efficiency through enabling technologies, life cycle bioinformatics, and improved logistics tracking.

• Not interested in proof-of-concept, applied, or basic research proposals.

• Efforts should be evaluated against Quality Technology Readiness Levels (Q-TRL).

• The BAA contemplates the award of Procurement Contracts, Grants, Cooperative Agreements, Technology Investment Agreements (TIAs), and Other Transactions (OTs).

• The BAA remains open in perpetuity until canceled by the U.S. Army.

• Individual requests for white papers, project proposals, or specific solicitations will have limited timeframes.

• Pre-proposals (white papers) may be submitted at any time and should be no longer than eleven (11) pages.

• Full proposals will be requested for accepted pre-proposals and will be evaluated based on technical merit, military and program relevance, funds availability, Technology Readiness Level (TRL), project objectives, and regulatory compliance.

• Key deadlines for full proposals will be specified in the Request for Full Proposal (RFFP).

• No set-asides are associated with any awards resulting from this BAA.

This Broad Agency Announcement (BAA) solicits pre-proposals for research and development efforts in support of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND), specifically for the Joint Project Manager Medical (JPM Medical) and Joint Product Lead Enabling Biotechnologies (JPL CBRND EB). The BAA aims to identify the best available science for developing medical countermeasures and enabling biotechnologies. It covers efforts under procurement contracts, grants, cooperative agreements, and Other Transaction Agreements (OTAs).

• Focus on developing medical CBRN countermeasures and enabling biotechnologies.

• Interest in studies for new and improved methods to develop medical countermeasures more rapidly and efficiently, including enabling technologies, life cycle bioinformatics, and improved logistics tracking.

• Not interested in proposals based on data from experiments using specific CBRN warfare agents to demonstrate safety, efficacy, or mode of action.

• For advanced development, efforts should generally be limited to Technology Readiness Level (TRL) 4.

• Contemplates awards of Procurement Contracts, Grants, Cooperative Agreements, TIAs, and OTAs.

• Awards are not subject to set-asides.

• The U.S. Army Contracting Command Aberdeen Proving Ground Edgewood Contracting Division (ACC-APG Edgewood) provides contracting support.

• Pre-proposals (white papers) are encouraged and can be submitted at any time.

• Full proposals will be solicited via a Request for Full Proposal (RFFP) if a pre-proposal is accepted.

• Evaluation factors include Technical Merit, Military and Program Relevance, Funds Availability, Technology Readiness Level (TRL), Project Objectives, Regulatory Compliance, Support of other U.S. Government requirements, Key Personnel Qualifications, Facilities, Budget/Cost, and Past Performance.

• Award decisions are expected within 180 days after submission.

• Open to all eligible sources, including educational institutions, nonprofit organizations, and private industry.

• No set-asides are associated with any awards.
