Quick Summary

The Library of Congress is seeking individuals for its Innovator in Residence Program under a Broad Agency Announcement (BAA). This opportunity invites creative individuals to develop digital works that connect the Library's vast collections with the American public. Concept papers are due by April 10, 2026.

Purpose & Scope

The Library of Congress's Labs established the Innovator in Residence (IIR) Program to enable transformational experiences that connect the Library’s digital collections with the American people. Residents will conduct research with Library collections, create a unique digital work (to be hosted on the LC Labs website), host a public program, and serve as an ambassador for the Library. The program aims to inspire lifelong relationships with the Library, support creativity, and encourage new styles of research by promoting insight, inspiration, discovery, and creative remixing of Library items.

Key Requirements & Deliverables

  • Create a unique digital work using Library collections, utilizing digital methods and media (e.g., web applications, visualizations, AR, multimedia), with a preference for web-browser experiences.
  • Ensure the digital work is accessible, sustainable, and designed for a specific audience, preferably non-traditional ones.
  • Deliverables include the unique digital work, blog posts, press releases, public engagement materials, periodic reports, and demonstrations.
  • A minimum of 80 hours on-site at the Library of Congress in Washington, D.C., is required during the first year, though this may be waived.

Contract Details

  • Contract Type: Firm-Fixed-Price.
  • Period of Performance: Minimum of 12 months, beginning September 2026, with potential for a second year.
  • Estimated Value: Up to $90,000 per year for up to two years, inclusive of all costs (labor, travel, supplies, subcontracts).
  • The Library will contract with individuals only, not organizations or teams. Subcontracting for supplemental labor and expertise is allowed.

Eligibility & Set-Aside

  • Eligibility: Limited to individuals who are U.S. citizens or permanent residents. Current federal employees are ineligible, but current and post-graduate students are eligible.
  • Set-Aside: None specified, but eligibility is restricted to individuals.
  • Applicants must be registered in the System for Award Management (SAM.gov) to be eligible for an award.

Submission & Evaluation

  • Two-step process:
    1. Concept Paper: A brief (3-page limit) paper must be submitted by April 10, 2026, at 6:00 PM ET via email to Loc-BAA@loc.gov.
    2. Full Proposal: Invited applicants will submit detailed proposals (estimated May 2026).
  • Evaluation: Based on technical approach, capabilities, experience, past performance, and price. Non-price factors are more important than price.

Important Notes

This is a Broad Agency Announcement (BAA), not a FAR Part 15 procurement. Intellectual property created will be made available under a CC0 1.0 universal license. The Library will not pay for concept paper or proposal preparation costs. Questions and answers regarding the program have been published.
