This document provides responses to vendor questions regarding the solicitation.

• Bid Date Extension: A bid date extension will not be granted for pre-bid testing. A mockup is required as per the Performance Work Statement (PWS). If the mockup reveals potential patina damage, the project scope may be adjusted to a gentle cleaning. The closing date and time have been revised.
• Bonding Requirements: No bid bond or P&P bonds are required, as this is considered a commercial service.
• Work Schedule: Restrictions regarding the work schedule are detailed in the revised Performance Work Statement (PWS).
• Labor Requirements: The Service Contract Act is applicable to this solicitation and subsequent award. Refer to FAR 52.222-24 for the latest Wage Determination.

The closing date and time have been revised. Specific requirements related to the work schedule and labor laws are clarified within the PWS and referenced FAR clauses.

Amendment / Modification

This amendment (0001) to solicitation 140D0426Q0401 has the following purposes:

• Update the Performance Work Statement (PWS). Changes are highlighted in yellow within the document.

• Provide answers to questions received from industry.

• Extend the response closing date to May 11, 2026, at 2:00 PM ET.

• Performance Work Statement (PWS)

• The proposal submission deadline has been extended to May 11, 2026, at 2:00 PM ET.

• The Period of Performance remains 05/15/2026 to 06/30/2026.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for Bronze Door Restoration Services, prepared in accordance with FAR Part 12. The government intends to award a firm-fixed-price contract to the responsible vendor whose quote is most advantageous, based on a lowest-priced technically acceptable (LPTA) basis. No exchanges with quoters are anticipated, but the government reserves the right to conduct them if necessary.

• Scope of Work: Cleaning, polishing, and sealing of historic bronze doors and thresholds at the Stewart Lee Udall Building.

• Specific Tasks:

  • Clean, polish, and seal 10 door thresholds (interior and exterior).
  • Clean and polish interior handrails, exterior door handles, and star accents on 5 sets (10 door leaves) of patinated doors.
  • Seal both sides of patinated doors and polished star accents.
  • Option 1: Clean, polish, and seal 5 sets (10 door leaves) of interior polished metal doors on both sides (door leaves only).
  • Option 2: Clean, polish, and seal 5 sets (10 door leaves) of interior polished metal doors on both sides (door leaves only) and 10 door thresholds. Also clean the interior side of 5 sets (10 door leaves) of patinated exterior doors and surrounding framework up to the transom.

• Materials: Must use GSA Specification for Cleaning and applying protective coatings to bronze architectural elements. Acceptable products include specific lacquers, waxes, detergents, de-corroders, acetone, and metal polish. Tools include soft cloths and brushes.

• Quality Control: Contractor must develop and implement a Quality Control Plan (QCP).

• Safety: Contractor must develop and implement a Contract-specific Health and Safety Plan (HASP).

• Contract Type: Firm-fixed-price.

• Period of Performance: Completed within 60 days from date of award.

• Estimated Value: Not explicitly stated, but the North American Industry Classification Standard (NAICS) code is 23850 - Finish Carpentry Contractors, with a Small Business Size Standard of $19 Million.

• Submission Deadline: Quotes must be received by 2:00 PM Eastern Time on May 4, 2026.

• Offerors must attend an onsite walk-through.

• Work must take place on weekends.

• Parking will not be provided.
