Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the purchase and delivery of three (3) handheld X-Ray Fluorescence (XRF) analyzers for the Defense Logistics Agency (DLA) Disposition Services (DLA DS). The primary mission of DLA DS is the disposal of Department of Defense (DoD) excess and surplus personal property.

• Deliverable: Three (3) new XRF analyzers, specifically the Bruker TITAN 800 model or equivalent, meeting detailed salient characteristics.

• Key Analyzer Features:

  • 4W Rhodium (Rh) thin window X-ray tube (5-50kV).
  • Wide Range X-Ray with 200μA max current.
  • Large area silicon drift detector with optimized high count rate DPP and Graphene Window.
  • Puncture detection protection.
  • Scanning capabilities from Magnesium through Uranium.
  • Automated five (5) position primary beam Filter changer with four (4) pre-fitted filters (Alloys, Restricted Materials, Plastic, Geology).
  • Lightweight (<1.5kg) with two (2) high-performance Li-Ion batteries.
  • IP54 rated industrial grade housing with no-slip grip.
  • Measurement modes: Pass/Fail, Grade ID, Limits, Chemistry.
  • Connectivity: Bluetooth, USB, Wi-Fi.
  • Software: Instrument Toolbox for reporting, spectral analysis, grade tables, remote control.
  • Includes user manuals, safety videos, and a super alloy library.
  • Analytical and spectroscopy modes.

• Accessories: USB stick for data storage, waterproof hard plastic transport case, rechargeable batteries with charging stations, cables, and plug adapters.

• Warranty: One (1) year standard warranty commencing upon delivery completion.

• Compliance: Equipment must have a DoD item unique identification (IUID) in compliance with DFARS 252.211-7003. New equipment only; no remanufactured or "gray market" items.

• Contract Type: One-time Firm-Fixed Price (FFP).

• Delivery Destination: DLA DS TOSC Battle Creek ANGB, BLDG 6917 3511 Falcon AVE., Battle Creek, MI 49037.

• Delivery Notification: Contractor must notify the Point of Contact (POC) via email at least seven (7) business days prior to delivery.

• Delivery Schedule: Delivery is not required on 11 Federal holidays unless approved by the Contracting Officer (KO) or POC.

• Documentation: Contractor shall complete and sign DD250, Material Inspection and Receiving Report, with USG personnel and submit via Wide Area Workflow (WAWF). A picture of the data plate with serial number must be attached to the invoice.

• Invoicing: Invoices must be submitted through the DoD WAWF system per DFARS 252.232-7003.

  • Streamlined Operations: Using the same XRF Gun across DLA streamlines training, certification, and characteristic results/reading from usage, enabling direct shipment to DLA Contractors and potentially increasing sales revenue.
  • Safety: The Bruker instrument's electronically generated radiation source poses zero risk of a radioactive event if accidentally destroyed, unlike instruments with radionuclide sources.
  • Alloy Library: Bruker's built-in alloy library is the best match for DLA Strategic Materials inventory, ensuring data comparability and avoiding auditing issues.
  • Element Coverage: The Bruker instrument covers 37 elements, including lighter elements, which meets DLA's broad range requirement.
