Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing 80-ton chiller unit with a new Trane 80-ton chiller (or equivalent) utilizing 134A refrigerant at Building 35, McConnell AFB, Wichita, Kansas.

• Removal of the existing chiller unit, including refrigerant disposal.

• Installation of the new replacement chiller.

• Update the Direct Digital Control (DDC) system to be compatible with the new chiller.

• Ensure the new chiller is properly grounded.

• Potential utilization of a crane for unit removal and replacement.

• Modification or expansion of the existing concrete pad if new unit dimensions differ.

• Ensure electrical connections (460V, 500 kcmil conductors) and water piping (4") are compatible with the new unit, updating panels/breakers as necessary.

• Installation of a 4” T-valve for temporary chiller hook-up.

• All work must comply with federal, state, and local codes & standards, as well as industry standards (e.g., AIA, ACI, NEC, NFPA, OSHA).

• Materials must conform to specifications, applicable codes, and manufacturer recommendations.

• Hazardous Materials (HAZMATs) must be identified, managed, and tracked according to FAR clauses and McConnell AFB Hazardous Materials Management Program (HMMP).

• Compliance with Air Force Occupational Safety and Health Standard 91-25 and OSHA 29 CFR 1910.146 for confined space entry.

• Clean-up and removal of all debris to an approved off-base location, with submission of receiving tickets.

• Location: Building 35, McConnell AFB, Wichita, Kansas.

• Arrangements for base entrance must be made with CE Operations.

• Contractor is responsible for all labor, equipment, materials, and transportation.

• Contractor must coordinate with local utilities and perform "Call Before You Dig" for excavations.

• Confined space entry requires specific authorization procedures and permits.

• A site inspection is required prior to bid opening; no allowances will be made post-award for existing conditions.

• Base access is granted only for project completion; other areas are off-limits.

• Contractor is solely responsible for employee safety compliance with OSHA and applicable laws.

• No Government resources will be made available unless explicitly stated in the SOW.
