Sources Sought Notice (SSN) / Market Survey

This Sources Sought Notice (SSN) is a market survey to determine if there are existing small business sources capable of providing a contractor-supplied telemetry system with telemetry monitoring and delivery of a constant CO2 supply for a government-owned external bulk CO2 tank. This is NOT a solicitation, and no contract will be awarded from this announcement. No reimbursement will be made for costs associated with providing information.

The U.S. Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), requires services for a contractor-supplied telemetry system and CO2 refills for a bulk CO2 tank located at the Federal Research Center White Oak Campus in Silver Spring, MD.

• Telemetry System: Install and maintain a telemetry tank monitoring system with at least a 10-day reserve supply. The system must be ready for use on day one and include appropriate back-up power.
• CO2 Supply: Deliver beverage grade CO2 (at least 99.9% pure) in accordance with ISBT standards. Each fill must be to normal operating capacity.
• Tank Requirements: Fill the bulk CO2 storage tank to maintain operation pressures above 165 psi.
• Fluid Handling: Deliver CO2 that is beverage grade or better, adhering to ISBT Quality Guidelines and Analytical Procedures. Provide lot number and fluid quality with every delivery.
• Complete Service: Provide all materials and competent labor.
• Compliance: Adhere to all applicable laws, rules, regulations, and directives for transportation, storage, safety, qualification, and certification.
• Emergency Response: Respond within 2 hours to low tank status (less than 30% or 458 gallons) and restore supply within 24 hours.
• Inspections: Perform visual inspections of the tank and equipment before and after each fill, and inspect valves and fittings quarterly.
• Material Safety Data Sheets (MSDS): Prepare MSDS for hazardous items as prescribed.
• Safety: Ensure safe and proper execution of all work and compliance with federal safety standards.
• Approvals: Obtain/maintain all required certifications, licenses, and approvals.
• Workmanship: Conform to applicable industry standards, including CGA and ISBT recommendations.
• Deliverables: Provide field service reports/tickets and a written summary report to the COR and Contract Specialist after each servicing.

• Business name, bio, Unique Entity ID (SAM), business address, website, business size status, point of contact information.
• Descriptive literature, brochures, marketing material detailing services.
• Past Performance information (last 3 years).
• Sufficient technical information to demonstrate capability.
• Capability to initiate service within a two-day response time.
• Applicable GSA Schedule or other Government-wide contract information.
• Information on subcontracting opportunities if a large business.
• Standard commercial warranty and payment terms.
• Information related to the Buy American statute.
• Informational pricing is helpful but not required.
