The new system will feature a steel sheet-pile wall with a wale system and macro epoxy coating to prevent corrosion, while the rip-rap will be replaced in kind to maintain shoreline stability. This aims to protect embankments from erosion and prevent further damage.
  • T-Pier Demolition (Option 1): Demolition of the T-Pier (Facility #S528) in Coddington Cove. This includes removal and disposal of the concrete slab, excavation and disposal of soil/fill within the structure, and cutting and disposal of the steel sheet-pile bulkhead and structural supports 2 feet below the mudline. Associated infrastructure like mooring dolphins and utilities will also be removed.

Project Labor Agreement (PLA) Context

This RFI specifically seeks public comments on the use of a PLA for this project. Federal policy (E.O. 14063) requires agencies to use PLAs for large-scale construction projects with an estimated cost of $35M or above, unless an exception applies.
