Scope of Work

The contractor will provide comprehensive event management and production services for the BH251 commemoration. Key services under the Firm Fixed-Price Base CLINs (00010 and 00020) include:

  • Core Physical Infrastructure: Open-top tent (approx. 300 capacity), chairs, stage (12’Wx24’x3’H with Navy skirting and stairs), ADA-compliant stage and access ramp.
  • Audio/Visual & Lighting: Sound system setup and operation with a certified sound engineer, broadcast-quality lighting for June 17, multi-camera broadcast-quality video production for the June 17 event (including lower third name cards in post-production, two cameras), and tent audio system. No video services are required for the June 16th Naturalization Ceremony.
  • Event Support: ASL interpretation services for June 17, portable restrooms (2 ADA, 2 standard), overnight security (from setup through June 18), event management services (light and sound operators), and media platforms at both Bunker Hill and Charlestown Navy Yard.
  • Logistics: Noise permitting with the City of Boston, low-noise/quiet generator with fuel and permitting, and 175 linear feet of interlocking steel barricade rental with setup and removal.
  • Optional CLINs (00060, 00070): Wooden podium and on-site water station(s).
  • Clarifications from Amendment 0003: Pipe and drape (CLIN 00240) is no longer required. No stage managers are required, only light and sound operators. One microphone is needed at the podium and one for the emcee. At least 4 pre-show meetings are scheduled, but no rehearsals. No on-site storage for empty equipment cases or forklifts.

  • Wage Determination: Bidders must adhere to the U.S. Department of Labor Wage Determination for Service Contract Act, which specifies minimum wage rates and fringe benefits for occupations in applicable Massachusetts counties.
