Statement of Work (SOW) / Performance Work Statement (PWS)

To provide noon meals for Armed Forces applicants processing at the Butte Military Entrance Processing Station (MEPS).

• Provide noon meals Monday through Friday, excluding legal holidays and scheduled training days, plus a maximum of 28 Saturdays annually.

• Provide "mission day" meals for applicants processing late into the evening or night, with advance notice from the MEPS.

• Meals are to be delivered daily by 10:30 a.m. to the MEPS Operations Control Desk.

• Each noon meal must be a boxed meal including a sandwich (white or whole wheat bun), meat (ham, turkey, or roast beef), cheese, chips, dessert (cookies), a fresh apple, a straw, and a napkin.

• A variety of cold beverages (carbonated soft drinks, bottled water, iced tea, whole milk) are also required.

• Condiments (mustard, mayonnaise, salt, pepper, vinegar) must be included.

• Meals must be packaged in sturdy containers, clearly marked with the meal type (ham, turkey, veggie, roast beef).

• No items are to be sold or made available to non-applicants.

• Meals must meet minimum weight and size specifications for bread, meat, and cheese.

• Food sources and preparation must comply with state and local health department rules.

• Private homes or living/sleeping quarters cannot be used for food establishment operations.

• Meals must be delivered in containers that maintain proper temperature to prevent spoilage.

• Contractor must maintain a self-inspection program.

• Location: 400 North Main Street, Butte, Montana 59701.

• Potential Alternate Location: National Guard Armory, 415 Sugarloaf Loop, Butte, Montana 59750, during an estimated August 2026 through calendar year 2029 renovation project at the primary location.

• The government will provide advance notice of relocation.

• Contractor and subcontractors must provide information for background checks to meet installation access requirements.

• Compliance with personal identity verification requirements (FAR clause 52.204-9) is mandatory.

• Compliance with adjudication standards and procedures using NCIC-III and TSDB is required for access to DoD facilities.

• Subcontracting requires prior written consent of the Contracting Officer (KO).

• Notification of subcontractor name and address is required at proposal submission and after contract award.

• Written notification of subcontractor changes within 10 days to the KO is required after contract award.

• Invoices are due monthly by the third workday of the following month.

• Payment will be made via Government Purchase Card (GPC); contractor must have the capability to accept GPC at contract award and maintain it.

• The government estimates an average of 9 served noon meals daily, with a maximum of 45. The MEPS will notify the contractor daily by 8:00 a.m. of the number of meals needed.

• Historical data for lunch quantities from March 2025 to February 2026 is provided for informational purposes only.
