Statement of Work (SOW) / Performance Work Statement (PWS)

To provide US Government personnel with base life support, transportation, and interpreter services in Malaysia.

This PWS outlines requirements for non-personal services including, but not limited to:

• Base Life Support: Portable latrines, showers, hand wash stations, water tanks, black water removal, gray water removal, laundry services, ice, refrigeration, lighting, power generation, air conditioning, fans, tentage, material handling equipment, ambulance services, sandbags, tables, chairs, furniture, trash/waste/hazmat storage and removal.
• Transportation: Services including buses, vans, pick-up trucks, and box trucks.
• Interpreters: Services for translation between Thai and English, and Malay and English.
• Material Handling Equipment (MHE): Rental of MHE and construction equipment, with or without operators.
• Aggregate: Supply of various types of aggregate and cement.

Contractors must remain flexible to changes in performance periods, quantities, and potential additions/reductions of services.

• Quality Control: Contractor's existing quality assurance system will be utilized per FAR 12.208. Issues must be reported within 2 hours of identification.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Performance Standards: Services must meet specified standards and acceptable quality levels.

• Delivery: Equipment must be emplaced and ready for use by 1200 on the first day of the performance period.

• Maintenance: Equipment must be maintained according to manufacturer's schedule. Replacement of comparable capability is required if equipment is unusable for over 12 hours.

• Place of Performance: Kota Kinabalu, Malaysia. Specific locations will be detailed on the ordering form.

Solicitation / RFP / RFQ

This solicitation (RFQ W91QVP-26-Q-A032) is for commercial items to procure Base Life Support services in support of Bersama Warrior 2026 in Malaysia. The government intends to award a Firm-Fixed Price Contract for this requirement.

• Base Life Support services, as detailed in the PWS and Order Form.

• Evaluation: Comparative evaluation based on Technical Approach, Past Experience, and Price. The government will consider past performance information from SPRS and other databases. Price will be evaluated for reasonableness, but the lowest price may not necessarily win the award.

• This is a competitive requirement.

• Vendors must be actively registered in SAM.gov and PIEE/WAWF.

• Specific representations and certifications are required, including those related to telecommunications equipment and services (FAR 52.204-24, 52.204-26, 252.204-7016, 252.204-7018).
