Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the supply and delivery of motor-operated butterfly valves for the Hoover Dam bypass system.

• Supply and deliver eight (8) 12-inch motor-operated butterfly valves.

• Valves must be brand-name or equal, meeting specified performance characteristics.

• If offering an equal valve, contractors must provide proof of meeting all characteristics of the specified brand-name valve.

• Delivered products must be new and from the original manufacturer.

• Valves must be 12-inch Butterfly Valves with a soft seat.

• Must have an electric on/off actuator that can be operated remotely.

• Actuator enclosure must be weatherproof (CSA Type 4, 4X, and IP67).

• Actuator must be suited for a maximum torque load of 17500 in-lbs.

• Motor must use 110VAC/1PH (single phase AC power).

• Valve must be operable manually with a bare stem operator.

• Valve body and stem must be stainless steel.

• Must have a Class 300 lug end connection.

• Delivery Deadline: No later than May 1st, 2026.

• Delivery Location: Hoover Dam Central Warehouse, Hwy 93 / St. Rte. 172, Boulder City, NV 89005.

• Delivery Acceptance Hours: Monday through Friday, 7:30 a.m. to 3:30 p.m., Pacific Time.

• Units shall be protected from physical damage during transport.

• Comply with manufacturer's installation instructions for rigging, unloading, and transporting.

• Units shall be stored and handled per manufacturer's instructions.

• Delivery is FOB Destination.

• Delivery shall be scheduled with the Contracting Officer's Representative (COR).

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for the purchase of bypass valves. The Bureau of Reclamation is procuring these valves for the Hoover Dam Central Warehouse.

• The primary deliverable is 8 bypass valves.

• Product/Service Description: VALVES, POWERED.

• Delivery is required by 05/01/2026.

• Period of Performance is from 03/01/2026 to 05/01/2026.

• The government intends to award a fixed-price purchase order.

• Quotations must be submitted to Bryan Williamson via email at BWILLIAMSON@USBR.GOV.

• All questions must be submitted via email to Bryan Williamson by 02/19/2026 at 4:00 PM MT.

• The evaluation will be based on the Lowest-Priced Technically Acceptable (LPTA) method.

• Further evaluation details are found in provision 52.212-2 Evaluation Commercial Products and Commercial Services (NOV 2021).

• The closing date for quotation submission is 03/05/2026 at 10:00 AM MS.

• This RFQ is not a small business set-aside.

• This request does not commit the Government to pay any costs incurred in the preparation of the submission.

• Supplies are of domestic origin unless otherwise indicated.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for the purchase of eight (8) 12" motor-operated butterfly valves for the Bureau of Reclamation, Hoover Dam. This announcement constitutes the only solicitation, and quotes are being requested.

• Procurement of eight (8) 12" motor-operated butterfly valves.

• Offerors must submit supporting documentation demonstrating their proposed quote meets the specifications outlined in the Statement of Work (SOW).

• The SOW provides detailed requirements and is attached to the RFQ.

• Award is estimated to be around March 2026.

• Delivery of all items is expected by May 2026.

• The contract will be a fixed-price purchase order.

• Quotes must be submitted electronically via SAM.gov.

• The deadline for submitting quotes is March 5, 2026, 10:00 A.M. MDT.

• All questions must be submitted via email to bwilliamson@usbr.gov no later than February 19, 2026, 4:00 P.M. MDT.

• Award will be based on the lowest-priced technically acceptable (LPTA) quote from a responsive offeror.

• Offerors must complete and submit Standard Form (SF) 18 - Request for Quotation, including pricing.

• Offerors must provide their Unique Entity Identifier (UEI) and Contractor E-mail Address.

• Offerors must provide documentation that their quoted product meets or exceeds the SOW requirements.

• Offerors must provide a confirmation statement that their quoted firm-fixed price includes F.O.B. Destination shipping.

• Offerors must provide a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications, or indicate completion online.

• This requirement is a total small business set-aside.

• The North American Industry Classification System (NAICS) Code is 332911 Industrial Valve Manufacturing.

• The small business size standard for this NAICS code is 750 employees.

• Offerors will be verified against this NAICS code to determine their small business size standard.

• Offerors not considered small businesses under this NAICS code will not be eligible for award.

• This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-06.

• The Statement of Work (SOW) is attached to the RFQ and provides detailed requirements.
