Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force is seeking proposals for a C-17 Data Recorder (DBRS) system to capture and record all data from data buses and fuel quantity computers on the C-17 aircraft fleet. This effort involves retrofitting the United States Air Force (USAF) C-17 fleet with Line Replaceable Units (LRUs). This is a Total Small Business Set-Aside. The current draft Request for Proposal (RFP) indicates a proposal due date of December 31, 2026. An official RFP is anticipated by the end of May 2026.

Scope of Work

The C-17 System Program Office (SPO) requires a Database Recording System (DBRS) to comprehensively collect, transfer, and retain all databus traffic on the C-17. This includes capturing data from all installed MIL-STD-1553, ARINC 429, and Ethernet-based data buses, as well as fuel quantity computers. The effort involves procuring hardware (LRUs) and spares for the entire 222-aircraft USAF C-17 fleet, plus 12 units for Boeing Avionics Integration Support Facility (AISF) and USAF flight tests, and 3 units for the NATO Airlift Management Program (NAMP). The total procurement is for 257 LRUs. The DBRS must handle Controlled Unclassified Information (CUI) and comply with NIST SP 800-53 controls, requiring secure boot and trusted computing. Military Flight Release (MFR) approval is required prior to delivery acceptance of production LRUs.

Contract Details

  • Type: Requirements-type Indefinite Delivery Contract (IDIQ)
  • Period of Performance: 5-year total ordering period
  • Pricing: Firm Fixed Price for most CLINs; some items Not Separately Priced (NSP)
  • Set-Aside: Total Small Business Set-Aside (FAR 19.5)
  • NAICS Code: 334511 (Flight Instruments, Size Standard: 1350 employees)
  • Place of Performance: Warner Robins, GA

Evaluation Criteria

This will be a tradeoff source selection.

  • Factors: Technical (most important), followed by Past Performance, then Price.
  • Technical: Will evaluate technical solution and schedule.
  • Past Performance: Commercial aerospace data system integration experience will not be considered acceptable. The focus is on manufacturing a databus recorder or similar solutions for fleet aircraft. Additional credit will be given for DoD aircraft modification, cyber analysis, and testing experience.

Key Clarifications & Program Notes

  • RFP Status: This is currently a draft RFP. An official RFP is expected by the end of May 2026.
  • Proposal Due Date: The draft RFP indicates December 31, 2026, 11:59 PM. The official RFP's due date is TBD, with an anticipated 90-day timeline from official RFP release to award.
  • CSO Potential: The team is exploring a Class Deviation to potentially align the acquisition with a Commercial Solution Opening (CSO) due to upcoming FAR changes. If approved, the RFP would be revised to reflect CSO procedures, potentially limiting proposal requirements.
  • Production Schedule: Anticipated production ramp timelines are Lot 1 (Aug 2027), Lot 2 (Mar 2028), Lot 3 (Dec 2028), Lot 4 (Aug 2029).
  • Data Storage: The DBRS must have approximately 1000 hours of storage capacity and will stop recording when full. Encryption for stored or transferred data is not required.
  • Attachments: To receive the list of attachments for this draft RFP, interested parties must email the provided contacts.
