Quick Summary
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Regional Directorate, on behalf of the Commander, Navy Air Force Reserves (CNAFR), has issued a Request for Information (RFI) for C-40 Calibration Services. This RFI seeks qualified vendors capable of performing calibration for C-40 items, with a mandatory requirement for NAVAIR METCAL certification. Responses are due by June 12, 2026, at 3:00 PM EST.
Purpose & Scope
This RFI aims to gather market information from responsible sources to identify potential qualified businesses for C-40A Support Equipment (SE) Calibration Services. The services include on-site and off-site calibration and certification for C-40A SE not covered by the U.S. Navy Metrology and Calibration (METCAL) Program. This encompasses calibration for high-frequency electronics, general-purpose electronics, pressure, force, tension, torque, and dimensional measurements. Calibration must meet Original Equipment Manufacturer (OEM) specifications or U.S. Navy requirements, whichever is more stringent. The draft Statement of Work (SOW) indicates a potential contract structure of a 12-month base period with four (4) one-year option periods.
Key Requirements & Standards
Contractors must be NAVAIR METCAL certified and provide documentation of this certification with their capability statement. All calibration work will be performed at the contractor's facilities, with equipment delivered by the government. Performance standards include a ten (10) working day turnaround for standard calibration and up to thirty (30) calendar days for items requiring subcontractor or OEM support. The contractor's quality system must comply with ANSI/NCSL Z540-3-2006 or a later standard and be certified by a NAVAIR METCAL Program recognized organization. The North American Industrial Classification System (NAICS) code for this requirement is 541380 (Engineering Services), with a small business size standard of $19,000,000.
Response Details
This is not a solicitation, and the RFI does not restrict the Government's acquisition approach. Interested firms are invited to provide industry feedback on the draft SOW and a capability statement. Responses should not exceed three (3) typewritten pages and must include:
- Company name, address, point of contact, phone, and email.
- DUNS number, CAGE Code, business size, classification, and NAICS code.
- Indication of GSA Schedule availability.
- Industry standards or practices relevant to the requirement.
- Ability to perform for the period of performance with options.
- Information on security clearances provided by the company.
Submission Information
Responses must be submitted via email to Mr. Jacob Segal at Jacob.a.segal.civ@us.navy.mil by 3:00 PM Eastern Time (EST) on June 12, 2026. No facsimile responses will be accepted. The Government will not reimburse for response preparation costs. Information received may be used to develop final specifications or a Request for Quotes (RFQ).
