The contractor will provide all necessary resources for inspection, overhaul, and testing to meet delivery schedules, including shortened timelines for Mission Impaired Capability Awaiting Parts (MICAP) and Surge requirements. Overhauled assets must be serviceable and tested to Original Equipment Manufacturer's (OEM) Acceptance Test Procedures (ATPs). The contract also includes provisions for "Beyond Economical Repair" (BER) for these same NSNs.

Key Requirements & Deliverables

The contractor will be responsible for accurate and timely data reporting, including monthly reports on unit overhaul status. Required Contract Data Requirements Lists (CDRLs) include: Government Property Inventory Report, Commercial Asset Visibility (CAVAF) report, Contract Depot Maintenance (CDM) Monthly Production Report, Accident Incident Report, Request for Variance (RFV), IUID Marking Plan, and GIDEP Alert/Safe Alert Reports. Bidders must also adhere to specific packaging (MIL-STD-2073-1, MIL-STD-129) and transportation requirements (F.O.B. Origin/Destination, DCMA coordination). A Supply Chain Risk Management (SCRM) plan and a Quality Program compliant with FAR 52.246-11 and ISO 9001:2000 are mandatory.

Performance Standards

Overhauled assets must comply with AF Technical Manual Overhaul Instructions (TO 9H2-3-77-3). Performance metrics include passing DCMA inspection with no more than two failures per contract year, 95% initial inspection pass rate, and a limit of one Product Quality Deficiency (PQDR) or Quality Deficiency Report (QDR) per contract year.

Evaluation Criteria

Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) methodology. Technical evaluation subfactors include Nose Landing Gear Door Actuator Assembly Overhaul Experience and a Quality System (ISO 9001 or equivalent certification required). Price will be evaluated for completeness, reasonableness, balanced pricing, and Total Evaluated Price (TEP).
