Purpose & Scope
This RFQ aims to establish an IDIQ contract for multi-disciplinary A&E design services across a broad geographic area including Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah, Wyoming, California, Hawaii, Oregon, Washington, and Alaska. Services will primarily specialize in contemporary and/or historic architecture, encompassing pre-design, schematic design, design development, construction documents, planning, compliance, cost estimating, permitting, project scheduling, risk analysis, services during construction, and commissioning. Firms must demonstrate expertise in various engineering disciplines (civil, electrical, environmental, fire protection, geotechnical, mechanical, sanitary, structural) and familiarity with NPS conservation values, historic preservation standards, ABAAS, and sustainable design principles.
Contract Details
This will be a Firm-Fixed Price IDIQ contract with a base period of five years. The total aggregate limit for all task orders under this IDIQ pool is $150,000,000, with a guaranteed minimum of $5,000 for each awarded contract. The NAICS Code is 541330 (Engineering Services) with a size standard of $25.5 million.
Submission & Evaluation
This is an RFQ, not an RFP, meaning funds are not currently available. Firms must submit Statements of Qualifications using the official GSA SF 330 form electronically to Edwin_Berry@ios.doi.gov. Responses are due by June 24, 2026, 12:00 PM Mountain Time. Evaluation factors, in descending order of importance, include: Specialized Experience and Technical Competence, Past Performance, Capacity, Knowledge of the Geographic Location, and Professional Qualification. Highly qualified firms will be selected for interviews, potentially leading to negotiations for an IDIQ contract. A subsequent RFP will be issued to the top firms.
Eligibility & Set-Aside
This procurement is a Total Small Business Set-aside. Firms must be registered in the System for Award Management (SAM). Prime contractors are required to perform at least 50% of the total cost of performance using their own employees or those of similarly situated small business concerns. Key personnel must be licensed in required disciplines or able to obtain licensure within 30 days of task order issuance.
