Project Overview
The Manchester Pier has identified structural deficiencies, including over 60 piles with gaps between the pile and cap, ranging from hairline to 3 inches. The objective is to ensure the pier can safely support an "Owner-Specified Vehicle" (OSV) load of 12,000 lbs. Previous inspection and load rating reports (2024 and 2025) highlight the pier's "Serious" overall condition, with piles rated "Serious" and cross bracing "Critical."
Scope of Work
The selected contractor will provide all labor, materials, equipment, engineering, and supervision for the design and execution of shimming non-bearing piles. Key tasks include:
- Field verifying all gap dimensions and producing "Issued for Construction" (IFC) drawings.
- Designing a positive, mechanical connection using high-density plastic shims (HDPE/UHMWPE) or marine-grade pressure-treated timber for gaps over 3 inches.
- Installing designed shimming at over 60 non-bearing pile-to-cap locations.
- Preparing surfaces by cleaning marine growth, rot, and debris.
- Securing shims mechanically and piles to the cap to resist lateral movement.
- Optional Task 2: Replacement of 350 linear feet of timber curb system.
- Compliance with AASHTO LRFD Bridge Design Specifications, ASCE MOP 130, ASCE 7-22, and ADCI Consensus Standards.
- Strict environmental protection measures are required, including no debris in the water and use of containment.
- A contractor staging/laydown area (approx. 45x20 ft) will be provided, and temporary contractor mooring is allowed. No permits are required to be obtained by the contractor.

Submission & Evaluation
Offerors must submit two electronic PDF volumes: Volume I (Technical Quote) and Volume II (Price Quote), via email to the specified contacts. The award will be based on a best value tradeoff process, with Technical factors (Technical Approach and Capability, Past Experience, Qualifications, Past Performance) being significantly more important than Price. Experience requirements have been updated to include pile jacketing projects, and specific Project Manager/Superintendent qualification requirements have been removed, allowing for a civil engineer. Bid bonds are not required.
